WSDOT Design Build Experience • Began as ‘One-off’ Mega projects delivery tool • Selection process has been primarily two step/short list with stipend • Best Value determined as proposal price adjusted by technical score • WSDOT moving to Strong Owner role, no longer Engineer of Record • Adapting our design practices to Contract Standards

  3. WSDOT – Design-Build “advantages” • Cost Certainty • Scope Control • Can drive immediate innovation during procurement • Lower owner personnel commitment • Design-Build model works well on complex and larger projects

Roles and Responsibilities - Design Design Builder • Prepares and stamps the design – Engineer of Record • Owns risk of design errors – no change order for plan omissions or survey errors • Maintains files and design documentation • Accepts quantity/cost risk • Performs Construction QC/QA Owner • Prepares preliminary design approval document used to determine deviations if Design Builder makes changes • “ACCEPTS” the design – at the end of the project • Verifies that the Design Builder is meeting WSDOT standards with over-the-shoulder reviews and audits • Responsible for environmental permitting 4

Roles and Responsibilities - Construction Design Builder • Performs Quality Control • Performs Quality Assurance • Responsible for finding solutions to problems encountered • Responsible for environmental compliance • Accepts Constructability Risk of their own design • Accepts Schedule Risk • Certifies Materials Quality/compliance with Federal funding requirements • Initial Differing Site Condition Risk is assigned to DB via a project ‘deductible’ Owner • Provides Quality Verification • Over the shoulder review and comment of engineering solutions • Administration and payment of contract • Assumes responsibility for catastrophic risk * 5

Ongoing/FutureEfforts • Outreach/contact with industry • AGC/ACEC/WSDOT Design Build Team • WAPA • Outreach/support/education to projects • Incorporate Design Build in a Design Bid Build agency • Expanded use of DB on mid-sized projects • Establishing a consistent selection process for DB projects • Standardizing the contract template documents • Introducing scalability – for use on small projects • Increased use of DB to meet agency resource limitations
