  3. Survey Methodology An email invitation to complete the online survey was sent to 827 national and 1,879 local council employees on July 5, 2012. The survey closed on July 24, 2012 with 612 national council employees responding, resulting in a response rate of 74.0 percent and 1,163 local council employees responding, resulting in a response rate of 61.2 percent.
