  2. Background • Sri Lankan Government’s vision for “Sustainable Era” launched Sri Lanka's President H.E. Maithripala Sirisena launched the national programme, ‘Building of a sustainable Sri Lanka’ where everybody will share its dividends • 2017 Declared as the year of Poverty Alleviation Many programmes implemented to achieve sustainable development goals according to the vision of the government on poverty elimination • National Policy on the drive to achieve 2030 Agenda to be prepared parallel to the poverty elimination programmesby a Committee consisting of experts in 17 fields related to 17 SDGs • Framework of Sri Lanka, outlining the Government’s strategies for achieving 2030 Agenda presented by the President

Parliamentarians Engagement in Evaluation • Historical Motions MOVED in the Parliament of Sri Lanka National Evaluation Policy (NEP) - Adjournment Motion proposed to formulate a National Evaluation - August 9, 2016 • Evaluation Budget - Adjournment Motion Allocation of funds for evaluation, from the national budget – November 11, 2016

National Evaluation Policy PFDE-South Asia recognised the need to establish a National Monitoring & Evaluation System to achieve EvalAgenda 2020 Sri Lanka -- one of the first countries to draft a National Evaluation Policy (NEP) by Sri Lanka Evaluation Association on behalf of then government as early as 2003 • The draft finalized on 2016 and is at the Department of Project Management and Monitoring (DPMM), Ministry of National Policies and Economic Affairs to be submitted to Cabinet

National Evaluation Policy What will it do? • Create a framework to institutionalize evaluation in Sri Lanka • Create a strong evaluation culture of monitoring and evaluating policies, programs and projects implemented by the government • Members of Parliament will have access to evidence based information to make decision on resource allocation in doing development work in their electorates

Parliamentarians Engagement (Continued) • National Dialogue at the Parliament of Sri Lanka co-chaired by the Chair, Global parliamentarians Forum and the State Minister of National Policies and Economic Affairs – (October 2016) - 3 ministers and 14 MPs were in attendance - Theme ‘The Role of Parliamentarians in Demanding and Use of Evaluation’ ensuring ‘No One is Left Behind - Historical milestone for the evaluation discipline in Sri Lanka

Parliamentarians Engagement (Continued) • Formation of Sri Lanka Parliamentarians Forum for Evaluation in October of 2016 • Appointment of Hon Aananda Kumarasiri - Chair to the SLPFE Priorities: • SLPFE acknowledge the obligation to promote and strengthen National Evaluation Policy process and achievement of SDGs by engaging in development work in their respective districts • Advocating for establishment of “Sri Lanka Parliamentarians Forum for Evaluation” as a formal committee with mandate to oversee the evaluation function.

Activities of Sri Lanka Parliamentarians Forum for Evaluation (SLPFE) • Conducted an orientation on evaluation and sustainable development goals (SDGs) to parliamentarians (February 7, 2017) • 30 MPs attended • Conducted district level training to DDC members and officials on evaluation and Sustainable Development Goals (SDGs) • Matara - (February 2, 2016) - Officials Trained - 100 • Monaragela – (February 3, 2016) - Officials Trained - 65

Activities of Sri Lanka Parliamentarians Forum for Evaluation (SLPFE) - Continued • Prepared Road Map 2017 by members of SLPFE on Evaluation and achievement of SDGs at District Levels and Coordination at National Level • Broadening Partnerships - Initiating MOUs between the SLPFE with other Government entities to assist and streamlining ‘District Level’ Data systems - Information and Communication Technology Agency (ICTA) - Training of Trainer Programs - Capacity building initiatives - Database for monitoring and evaluation
