Mission • execution of activities of formulation, implementation and evaluation of public policies, well thus of the Direction and Advisory in Superior steps of the Direct and Autarchic Administration (Law 7834) • = policy analist + manager + leadership + sistemic vision of the state • = a career that accomplishes the will of the society/state/government

  4. DAS? • DAS& others are political positions • Chain (hierarchy) of command • No performance control (“trust”) • Politicians tend to have their own staff to choose from and so forth; • In a federal state, the union has no representative (MP) • + Closed ministries or departments

DAS competition or the struggle for protagonism in the development of public policies new careers, executives in the private sector Current careers of the federal government (mostly federal) Public policy problem researchers (in academic institutions and alike), providers of analysis, mostly in federal universities politicians (parlamentarians and heads of the executive power) and their appointees Eg: non governamental organisations

Careers of the management cycle • AFC: working in the treasury (finance) and controlling (general controlling office) • APO: ministry of planning: budget and investment;sectorial offices in each ministry • AACE: policy analists for external trade • IPEA: applied economic research, policy evaluation • TP/MP : older career that does all this jobs

  7. SPPGM career challenges • The result of the action of the members of the career is not clear • Strengthen the link bettween MP and the SPPGM • Turn clear the mission the SPPGM will have in that institution • Evaluate SPPGM work
