  1. Adams Presidency Jay Treaty- XYZ Affair Alien & Sedition Acts Nullification

  2. Jay Treaty • British troops were still in the Ohio Valley. • President Washington sends John Jay to England to settle things. • The Jay treaty was signed ending hostilities between England and the United States • France felt betrayed by the United States

  3. XYZ Affair • French started to seize American ships • Adams sends envoys to France to clear up the problem • France refused to talk unless they received a large sum of money • Americans were upset, Adams called up an army, built a Navy, and attacked French Ships. • Adam’s became very popular

  4. Alien Acts • Adam’s uses his popularity to strengthen his party • Immigrants tended to vote for the Democratic-Republican, Adams was afraid his party might lose power as more people immigrated to the U.S • Congress passed the Alien Act- which stated that all immigrants must wait 14 years to vote and any immigrant can be deported

  5. Sedition Acts • To quite the critics of the Federalist Party the Sedition Act was passed • It became unlawful to speak out or print harmful things about the government. • Freedom of Speech?

Virginia & Kentucky Resolutions • In disgust, Jefferson and James Madison wrote legislation that said that states could “nullify” or determine a Federal law- • UNCONSTITUTIONAL • Only Virginia and Kentucky adopted the resolutions but the theory of “States Rights” was created • States Rights- Under the 10 amendment the States hold all powers not given to the Federal Government. One of those powers is to make sure the federal government is using the delegated powers correctly
