  4. In a context of… • poverty • conflict • environmental degradation • population pressure in fragile areas Climate Change aggravates vulnerability to hunger

  5. WFP fights hunger in the front lines of complex humanitarian crises Responding to climate-related emergencies • Through a global logistical apparatus and communications infrastructure, and an extensive network of offices, sub-offices and staff Scaling up local and community-based projects to reduce vulnerability • E.g. social protection schemes such as cash or food-based employment programmes for building climate-proofed infrastructure & sustainable NRM Providing global public goods that take into account climate change risks on the most vulnerable • E.g. Vulnerability analysis, needs assessments and risk transfer mechanisms, such as weather-related insurance

Example: WFP Action Pledge #3 Pledging to provide global public goods for adaptation WFP responds to… Call for Action 1: “Promoting development and dissemination of methodologies and tools for impact and vulnerability assessments, such as rapid assessments and bottom-up approaches, including as they apply to sustainable development” Call for Action 4: “Promote the availability of information on the socio-economic aspects of climate change and improve the integration of socioeconomic information into impact and vulnerability assessments”

Example: Progress Report on Action Pledge #3 In October 2008 WFP reported… • The completion of 27 Comprehensive Food Security and Vulnerability Analysis (CFSVAs) • Enhanced global preparedness through a global early-warning monitoring service • An initiative to accurately predict and assess the impact of natural disasters on communities and infrastructure • A pilot weather risk management project for the vulnerable poor in China (with IFAD)
