The Office of Site Closure’s Scope • The Office of Site Closure (OSC) is responsible for 109 of EM’s 113 sites • OSC addresses sites that can be closed, or where EM’s responsibilities can be completed, in the near term: • Rocky Flats - Fernald - Mound • OSC is responsible for ~ 40% ($2.3B) of EM’s budget

  3. What Does Site Closure Mean? It means the following objectives are met and verified for EM activities: • All regulatory requirements have been met • Waste management activities have ceased and material is dispositioned • Real and personal property is removed, disposed, or transferred • Contracts are terminated or transferred • Workforce is transitioned • Long-term stewardship plans have been developed and approved

Key OSC Considerations in Stewardship • OSC needs better technologies that will inspire stakeholder confidence and enable us to achieve site closure • OSC will work with S&T and Stewardship Programs to communicate our objectives and results to stakeholders in clear, user-friendly language, so there are no “surprises” in achieving site closure

  5. OSC Embraces Stewardship • OSC cannot succeed without stewardship planning and implementation • We look forward to continuing to work with the Stewardship Office to ensure long-term protection for people and the environment at EM sites

OSC’s Vision Our vision helps ensure we implement our program in an environmentally responsible manner to provide for long-term protection of people and the environment • Set the standard for safe, cost-effective closure of nuclear facilities • Be the model for transitioning Government activities from operations to closure

  8. OSC’s Vision • Achieve end-states that are safe now and enable protective, effective stewardship for the future • Deploy new technologies to help the drive toward closure • Focus on closing sites under our responsibility by 2006

  9. OSC’s Focus • Minimizing generation of wastes requiring future treatment or disposal • Ensuring efficient operations • Increasing worker safety • Reducing worker exposures • Saving time and money • Ensuring long-term protection for people and the environment following site closure
