SLAs with KMM & BMM First service level agreement formed part of bulk water supply contract which was signed on 14 February 2007 valid 8 years Supply interruptions guaranteed to be less than 36 hours Notice to interruptions at least 1-2 weeks prior, else preferably 1 month in advance Dispute process is well defined Good relations with newly elected Khai-Ma LM Council

Debt/Capital structure • PWB does not plan to borrow any money • Revenue will increase with new tariffs: • BMM accepted 80% tariff increase late 2008 • Khai-Ma accepted 7% tariff increase whilst 18% was requested, due to indigent status • Municipal rates will need to be edged up over the next 5 years, Khai-Ma agreed to 20% for next 3 years • PWB will fund R19m capital refurbishments • Expect to achieve accounting breakeven and retain positive cash flow by 2012
