  1. MICRONESIACHALLENGE ICRI 1st GM – Joint Mexico~U.S. Secretariat January 22~25, 2008 Washington, DC Fabian B. Iyar, CEO-PICRC

  2. The Micronesia Challenge-Overview • MPAs in Palau • Protected Areas Network • The Micronesia Challenge • Updates on the Micronesia Challenge • Challenges Ahead

  3. MPAs in Palau • 1st MPA in Palau – Ngerukuid Preserve, established in 1956 by the National Government -no entry, no take, fully restricted area • Traditional “BUL” – rotating closures of identified areas for the purpose of ensuring sustainable use of resources • 29 MPAs at present/9 terrestrial PAs

  4. Protected Areas Network • Need for a network – ecological connectivity • PAN Act: RPPL 6-39 of 2003 -network of terrestrial and marine protected areas to safeguard areas of biodiversity significance, important habitats for future social, cultural, economic, and environmental stability and health -opportunity for collaboration amongst national and state governments and communities to protect biodiversity and assist with local management of natural resources

  5. Dual Purpose of PAN: • Satisfy States’ need for resource management • Meet National goals of biodiversity conservation and obligations to international treaties and conventions

  6. The Micronesia Challenge • Vision –common commitment by Guam, CNMI, FSM, RMI, and Palau to place at least 30% near-shore marine and 20% of terrestrial resources across Micronesia under effective conservation by 2020 – the Micronesia Region’s contribution to achieving global targets set out in the Millennium Development Goals, the Johannesburg Plan of Implementation for the World Summit on Sustainable Development, the Mauritius Strategy for SIDS, and the relevant Programmes of Work of the CBD for protected areas, island biodiversity, and to the sustainable livelihoods of island communities

  7. How it Happened • 2004 • Countries commit to the POW on Protected Areas (COP 7) • 2005 • Palau President launches Global Island Partnership & Financial Plan • US CRTF call to action • Micronesian leaders sign-off • 2006 • COP 8 Global Island Partnership event & launch of the Challenge • TNC & CI pledge $3m each • Micronesian Challenge Support Team • Regional planning meeting (Palau)

  8. Rationale • MC jurisdictions are ecologically, culturally, and politically connected • Livelihoods are largely dependent on healthy marine and terrestrial environments • Highlights significance of healthy resources for future of Micronesia • Demonstrates capacity to work as a region • Supports increasing capacity to sustainably manage resources

  9. Implementation • Jurisdiction-level forging partnerships amongst Govn’t agencies, NGOs and local communities; coordinated regionally through coordination office reporting to the five jurisdictions • Each jurisdiction will develop fully ecologically representative, effectively managed and sustainably-financed systems of marine and terrestrial protected areas; officials, conservation practitioners, and community leaders will work together collectively to share experiences, tools and techniques so that MC goals are achieved • Will work together to raise and manage sustainable funding to assure protected area systems will be maintained in perpetuity • The region’s global partners will be engaged through appropriate financial and technical support for implementation of the Challenge

  10. Structure of the Micronesia Challenge Coordinate regional activities (messages, meetings, calls) “Broker” money, people, and ideas / information National goals National goals National goals National goals National goals CNMI LT Vision FSM LT Vision Guam LT Vision Palau LT Vision RMI LT Vision Inspiring Commitment to Collaborating towards effectively conserving 30% near-shore marine and 20% terrestrial by 2020 International Donors and Partners Coordinating Office MC Support Team (TNC, CI, NOAA,SPREP,etc.) MC focal point (Fran Castro) MC focal point (Marion Henry) MC focal point (Vangi Lujan) MC focal point (Youlsau Bells) MC focal point (Yumi Cristostomo) CNMI FSM Guam Palau RMI

  11. Updates • Recent Steering Committee Meeting in CNMI, where 1st Annual Report was presented to Presidents’ Summit • Secured funding for regional office - $25k from each jurisdiction • MC Internship Program established – two interns from each jurisdiction to assist with coordination • CI, in conjunction with Hatobei State, Koror State and PICRC, holds w/shop on Community Conservation Incentive Agreements • MC Coordinator call for applications is out – early January, ToR for position completed and announcement widely disseminated, regionally and internationally • CI/CRISP provide funding for Palau State consultations – State priority setting w/shops to identify areas important for biodiversity conservation that may be designated as protected areas; local TNC office to coordinate

  12. Updates cont’d • Ngardok Lake Reserve becomes Palau’s 1st PAN Site • FSM President Mori to be Keynote Speaker at WGPA in Rome – lessons from MC and other regional commitments will be discussed • MC Business Plan – TNC to develop ToR for development of 10-yr. MC Bus Plan -will provide roadmap for achievement of MC for the next 10 years -will serve as prospectus for donors and investors in conservation and community development

  13. Challenges • Working together – coordinating the Challenge across the region is definitely a challenge • Designing a mechanism whereby flow of resources filter down to the community level, allowing for capacity to manage own resources, so as to realize maximum benefits • Governments alone can not successfully implement the Challenge – flow of funding and capacity building has to reach the communities, who are the owners and managers of these resources

  14. $$ Resources Flow Users

  15. The PAN and the Micronesia Challenge are both first and foremost about: Collaboration! Amongst: • Traditional Leadership • State Governments • National Governments • NGOs and Global Partners • Scientific Community • All Micronesian people. For the PAN and Micronesia Challenge to be successful, we all have to work together.
