Keeping in mind the rich culture, heritage and local language of Mandrachal (Banka) under the aegis of Swachh Bharat Mission and LohiyaSwachh Bihar Abhiyan, Banka has designed its activities in such a way that it reflects local culture and appeals to all section of society to leave open defecation and achieve 100% ODF based on behavioural change and make Banka “SwachhBanka BemisaalBanka”

Planning and Resource Optimization • ODEP plan for all blocks were prepared • Sheet A preparation : For every block Sheet A was prepared ward wise which takes a note of expected date of declaration of ODF target as per ODEP , • Blockwise there is district level officer “PrabhariPadadhikari “ • For every ward there is “Ward StariyeSwachhtaPrabhari” • Panchayat wise block level officer PanchayatParvekshak is in charge of the mission • Under Prabhari for each ward on average 30-40 toilets is “Ward SwachhtaSahyogi”. • CLTS motivators were trained and deployed in Panchayats along with trained Jeevikadidis. • Resource mapping has been done to ensure skilled manpower and material.

WAY FORWARD • Christened Sauchalay as “ SammanGhar”/ “Seven Nischay of Viksit Bihar” : SauchalayNirman, GharkaSamman is an important nischay • Common ethos and value as a team of making Banka “Swachh Banka Bemisaal Banka” • CLTS MOTIVATORS: Community motivators,Jeevikadidi and all government employee • WOMEN :Women and girls of all age group adolescent girls,pregnantladies,mothers,old ladies and explain them inter-personally importance of swachhta .Various events are organized :RakshaBandhan day, SammanGhar gift day, International Women’s Day • SLTS through IEC activities Zidkaroabhiyan,letter writing ,painting etc. • Connecting with religious sentiments • Pre Triggering ,morning follow up ,evening follow up ,ratrichaupal play a crucial role

Success Story: No Toilet, No Meal Campaign This is one of the result orient movement witnessed at banka which will certainly disrupt the attitude of people towards sanitation and open defecation in coming days. It’s a ‘Hallabol’ campaign by women of ‘ChalnaPanchayat’ where they united themselves against humiliation of their dignity on daily basis and sent the message loud and clear to their husbands that they forget about daily meal till they construct toilet at their respective home. Campaign’s intensity was so strong that two wards were declared ODF in just one week.

Success Story : Sanju Devi from naxal affected block Belhar went to the extent of immediately making a temporary toilet using fish cartoons but refused to go out in open. Today she has constructed pucca toilet from assistance provided and has been felicitated .Today she is Swacchta icon.

WAY FORWARD • Preparation of local masons list • Training with the support of UNICEF and State Level Team for capacity building • Tagging Junior Engineer in each block ,AE and Executive Engineer to oversee quality construction and technically correct construction of toilets • RSM at block level for supply of materials like rural pan, pipe etc. by Jeevika • Water Availabilty to every household: Viksit Bihar ke 7 Nischay :HarGharNalkaJal • To handle problem of land availability parcha is given to eligible beneficiary,community toilet construction , toilet on roof top

Finance : Firstly the mental blockage that due to money problem one do not opt for toilet has been shattered , IHHL construction has been linked with personal dignity and need .Now incentive is seen just as an encouragement. • Incentive payment directly into the beneficiary account • Easy availability of Finance: Revolving Fund/ SHAAN fund through Jeevika for marinalised people • SLWM : Convergence of SBM,7 NischayNaliGali and LSBA scheme and MGNREGA

MONITORING, REVIEW & VERIFICATION • Dstrict Level : District Magistrate ,DDC ,DIRECTOR DRDA and VariyePrabhari of each block • Functional ODF War Room • Regular every Friday Review meeting • Review of each toilet under construction at every stage ensured through Monitoring sheet A and B. • Regular checking of toilets on field by team from district and block

SUSTAINABILITY • Toilets are constructed by beneficiary themselves : creates ownership and promises usability • Ensuring entire ODF process is community driven ,led and sustained: Community themselves have created mechanism to stop people defecating in open like collecting fine , going to house of such person with dhol etc. The money collected is used for swachhta fund. • Regular monitoring of all ODF ward by responsible people as per responsibility sheet • Ensuring effective working of ward level nigranisamiti and Ward KriyanwanevmPrabandhanSamiti
