    21. The threshold for this indicator has been set at 80% or progress from the previous year towards that threshold. Montana’s statewide average for both 2002 and 2003 in K-8 attendance was 94% This is seen as a “minimum” – it is expected that schools and districts will continue the practice of working for maximum attendance rates possible by their students
