  5. Health Education England (HEE) • Vision • Develop a world class workforce capable of supporting a world class health service • Ensure excellence and continuous improvement in education and training of the workforce • Partnership approach underpinned by strong governance and accountability.

HEE Responsibilities • National leadership - planning/developing the workforce • Authorising Local Education and Training Boards • Ensuring high quality education and training • Allocating and accounting for NHS education and training resources • Ensuring security of supply • Delivering against the Education Outcomes Framework • Publishing and updating the Strategic Education Operating Framework.

Funding • HEE will develop an allocation policy for distributing the MPET funding • HEE will implement a tariff based system for education placements from April 2013 • MPET may, over time, be funded through a levy on all providers • The size of the MPET budget from 2013/14 onwards will be determined.

  10. A stable and phased transition to the new system… • SHA clusters accountable until March 2013. HEE Leadership from 1 October 2012 • SHA clusters working with local employers to manage transition via LETB SHA sub - committees • HEE/LETBs subject to same business rules as other NHS organisation • Staff moves to HEE in line with TUPE/COSOP provisions.

Planning the Workforce • LETBs will… • Be supported by CfWI research, evidence and analysis throughout the planning stages • Engage stakeholders to test outcomes from education and training commissioned • Develop approaches to widen access to education and training across the workforce • Develop approaches to ensure diversity across the future workforce.

  14. Local Education and Training Boards (LETBs) LETBs are the provider-led vehicles for the commissioning of education and training, and planning of the future workforce. This local knowledge will ensure that more appropriate investment decisions can be taken, allowing for the very different populations and needs across the country. There will be a maximum of 16 LETBs covering England, and they currently exist in shadow form.

Local Education and Training Boards (LETBs) • The composition of a LETB is for local determination, with the exception of the following requirements: • Boards will have four mandated roles: Independent Chair, Managing Director, Head of Finance and Director of Education and Quality. • All providers of NHS services within the geographical area must be members of a LETB. • Boards must have representation from Primary Care and local education providers.

The role of Medical and Dental Education in the new system • The role and functions of the Postgraduate Deaneries are a key component in the effective planning and provision of high quality medical and dental education. They also have a critical role in ensuring that this education takes place in an environment which is safe for both the doctors and dentists in training, and patients, in accordance with GMC and GDC standards. These roles and functions will continue within the new system, with responsibility and accountability for these moving to the LETBs.

The role of Medical and Dental Education in the new system • Each LETB will have a Director of Education and Quality (DEQ), who provides multi-professional leadership for quality management and improvement in healthcare education and training. • Postgraduate Deans will continue to deliver quality management of postgraduate medical and dental education within their Deanery area, and act in the role of Responsible Officer (RO).

  18. Local Education and Training Boards (LETBs) Progress to date: LETBs have been working hard to establish their individual arrangements, within national guidelines set by HEE. There have been a series of trilateral meetings to ensure a good level of progress is being made. LETBs have submitted Development Plans, clearly setting out how they will achieve Authorisation.

  19. Local Education and Training Boards (LETBs) Authorisation: The authorisation process has been devised in collaboration with key stakeholders since April 2012. The framework document has recently received final approval from the SoS. Authorisation will commence later this year, and will be the process by which HEE is assured of a LETB’s ability to take on responsibility for their allocation of the MPET budget, looking across six domains.
