Zy: Content Management Software • Defense Documents • Internal Rule 70 Material - • Externally Contributed Rule 70 and other “special collection material” - Immigration files other material • Witness Statements – • a) Used in court and covered by protective orders and • b) those not used but covered by our engagement to such witnesses • General And Open Source Documents • Rwandan Judicial Records • Seizures –

Issues For Consideration OTP SPECIFIC ISSUES • Balancing Confidentiality and Accountability • Continued management of records under existing statutory or “moral” obligations • Defining “need to know” • Rule 115 fillings during the lifetime of our current convicts • 11bis Transfers and continued investigative support

Issues for Consideration • Developing from scratch a classification scheme in coordination with OTP ICTY before digitization work could begin • Support to Law enforcement agencies who may want to proceed on our genocide cases or use our material in immigration decisions • Preserving for their historical and academic significance • Technical Considerations in choice of archiving database – Zy as an investigation specific database vs. Trim an archival database

Issues for Consideration Changing The Traditional Mindset On Archiving: • Determine The Destination Of The Records • Dealing with common records in OTP files and sealed judicial files • Migration Issues • Funding Consideration for ICTR Archiving setup • Funding ARMS to support ICTR OTP & ICTY OTP: • Uniform Classification scheme • Common framework on tribunal specific issues: disaster recovery, retention and destruction protocol etc • Cost of Migration • Cost of maintenance over time due to changing technology – Technical Upgrades
