  3. Instructions Background – about the scheme Background - about the scheme Where to Apply Getting Ready The Accredited Professionals Scheme aims to enhance the reliability, flexibility and accountability of decision-makers in the planning and development system and give development applicants greater confidence in the way that their development applications are assessed. Fast facts: • the scheme requires all persons making decisions on development applications in South Australia (under the new Planning, Development and Infrastructure Act 2016) to have the appropriate level of qualifications. • whilst operational on 1 April 2019, practitioners do not need to become accredited until the Planning and Design Code is operational in the area they work. • the new planning system (and Planning and Design Code) will become operational in three phasesacross geographical locations. • private certifiers already registered under the current system will transition onto the scheme via transitional regulations. • generally speaking, council officers and private certifiers can make decisions on simple, non-complex type developments (deemed-to-satisfy) e.g. a house in a residential area; with council remaining the relevant authority for more significant applications (performance assessed). • the PDI (General) Regulations will set out the types of decisions the different level of accredited professionals can make.
