  1. PREMIUM - SoveLavi A web based management tool for easier and optimized decision-making in addressing risks and disasters in municipalities and departments in Haiti

Context • Haiti is divided into 10 departments and 42 districts consisting of 140 communes and 570 communal sections. • Throughout its history, Haiti has suffered cyclones, hurricanes, tropical storms, torrential rains, floods and earthquakes. • The Department of Civil Protection (DPC), the execution organ of the National System of Risk Management and Disaster (SNGRD) is struggling to retrieve and analyze updated data from communes and communal sections in order to better decide and execute action plan for risks and disasters management.

  3. Actual process to retrieve data * It is impossible to have data during action plan execution and we can make evaluation only after the hurricane season finished.

  5. Our solution: SoveLavi Our application is a web application which manages three major groups of users. The first one is the members of Municipal Committees of Civil Protection (CCPC) and Departmental Committees of Civil Protection (CDPC) of Haiti. They have an interface who facilitate the data entries for their communes and communal sections. Once, those data are validated, they are saved in a database. SoveLaviensures integrity of the data saved. This group of users can generate excel report from the forms and also submit a form filled offline .

  7. Our solution: SoveLavi The second group of user is the members of DPC. They have the right to see the filled forms and generated reports. SoveLavianalyzes the data from the database and display them for this group of user on a map. This map is interactive and allow the user to change the criteria for displaying data. It is a powerful tool that quickly gives a general view of the preparedness level for natural disasters and capabilities of response for all the communes of Haiti. And more, it displayed updated data for each communes and facilitate the collection of feedbacks from people of the localities via a web service. I

  9. Our solution: SoveLavi • The third group allows simple users to have information about their communes and their communal sections. The risks and disasters threaten their localities. • All the groups are administrated by a administrator group. • This application is a powerful tool that will reduce lost during natural disasters. It allows the DPC to adapt its action plan during its execution. It also increases the number of people who are aware of what’s is happening in their localities.
