  2. 逆權侵佔 根據“時效條例” (第347 章),如霸地者可以證明已佔用某私地十二年,便可向法庭申請逆權侵佔,如獲法庭裁定勝訴,霸地者便可成為合法新業主。於2006 年的一宗逆權侵佔案例,一名女子居於大埔一幅十二萬平方呎的土地長達五十多年,她向法庭申請逆權侵佔,最終獲得終審法院裁定勝訴而成為合法新業主,這令很多人關注業權的保障。因此,香港法律改革委員發表諮詢文件,建議引入業權註冊制度及「十加二年期」方案,即霸地者連續佔地十年後,可申請註冊為業權
