Requirements to be in the SBP • The School Breakfast Program (SBP) is a federally assisted meal program that provides nutritionally balanced, low-cost or free breakfasts to children each school day. It is administered at the federal level by the USDA and at the state level by ISBE. • Participating schools must serve breakfasts that meet the federal nutrition standards and must provide free and reduced-price breakfasts to eligible children. • Meal service for breakfast must be available every school day near the beginning of the school day with adequate time for the meal to be served and eaten.

Meal Pattern Requirements • The meal patterns are in a time of transition at this time. • This screen shows the current 2011-2012 basic requirements for breakfast. • The requirements will begin changing in this upcoming 2012-2013 school year. • Requirements are the same for 2012-2013 with the following Exceptions: • Milk requirement, which is already in effect (1% and skim/fat free milk only. Flavored must be skim/fat free) • Formulated grain-fruit products not creditable 2011-2012 & 2012-2013 Requirements:

8. Common Options for SBP • Traditional Breakfast • Served in the cafeteria before school starts • Breakfast in the Classroom • Breakfast is brought to the classrooms • Can be hot or cold • Often serve during roll call, their first lesson of the day or during reading time.

Grab n Go Breakfast • Stands are set-up in hallways, vending machines or cafeteria • Students can just grab a bag/box & take breakfast with them • 2nd Chance Breakfast • Breakfast is served after school starts, possibly after the 1st period of class • Free Breakfast for All – kids eat free & claim according to eligibility • CEO • Universal

School Breakfast Mandates • The Illinois Childhood Hunger Relief Act (Public Act 96-0158) stipulates that all public schools in which at least 40 percent of the students were eligible for free or reduced-price lunches in the preceding year must operate a breakfast program. Provisions are included in the law to allow a school district to opt out of the breakfast program under certain financial circumstances. School Breakfast Incentives Severe-Need Breakfast: State Incentive Funds: Per availability of these funds Can be used for: 10 cent incentive Start-up grants Alternative bfst grants • An SFA may be eligible for a higher rate of reimbursement for breakfasts served to eligible children in the current school year based on USDA criteria for severe need. Severe need reimbursement is for sites serving breakfast to a large percentage of low-income students. To be eligible for Severe Need Breakfast reimbursement, a site must meet the following criteria: • Forty percent or more of the lunches claimed at the site in the second preceding school year were served free or at a reduced price
