  2. National Legal Review Committee Shirley A. Jones, Esq., Region XI 2009 Committee Chair

  3. National Legal Review Committee • Is currently chaired by Shirley A. Jones an Assistant General Counsel at the U. S. Government Accountability Office (GAO); • She is responsible for supervising the legal support for GAO reports related to human capital and equal employment opportunity issues; • She is 1st Vice President for the Region XI Council. • She has a J.D. and a Masters of Laws (LLM) in Taxation degree from Georgetown University Law Center and graduated magna cum laude from Spelman College with a B.A. in Political Science. • She has taught individual and corporate income tax and government accounting classes at the law school and college level. • She is also a certified leadership trainer for NetSpeed Learning Solutions.

  4. National Legal Review Committee • Seeks to further the goals of the National Organization of Blacks In Government, including serving as an advocate for the employment and general welfare of African Americans in government service; and • Reviews and disseminates information on legal and regulatory decisions that affect all government employees generally but particularly those that may impact African Americans disparately: • For example, the Legal Review Committee recently prepared an information paper on the Fair Pay Act of 2009, the first law signed by President Obama, and its impact on the timely filing of pay discrimination complaints.

  5. National Legal Review Committee • The Legal Review Committee assists with the development of effective strategies to define our organization’s legal disposition and direction. The Committee also seeks to provide information that may assist with chapter activities; • For example, the Legal Review Committee recently prepared an information paper on Office of Personnel Regulations (OPM) @ 5 C.F. R. Part 251 which recognizes the benefits associated with federal agencies communicating and consulting with non-labor organizations, such as BIG, that represent the interests of Federal employees and addresses the provision of agency resources to them.

  6. National Legal Review Committee • The Legal Review Committee oversees the Attorney Referral Service which provides BIG members with the contact information for attorneys in all eleven Regions in order to assist the members with their employment discrimination questions and claims. The Committee does not, however, endorse or have on retainer any particular attorney from the list; and • The Legal Review Committee also oversees the Attorney Assistance Program. Through this program, BIG members can apply for and receive assistance up to $2,500 to pursue employment discrimination claims based on race or color.

  7. National Legal Review Committee Much of the legal information that the Committee shares with the membership is posted in the Legal Review Committee section of the BIG National website. Note: The site provides substantive legal information of a general nature that should not be relied upon as a substitute for legal advice that is directly applicable to a particular set of facts.

  8. National Legal Review Committee The Legal Review Committee seeks to provide information that is timely and useful for all BIG members. Consequently, the Committee is always seeking suggestions for projects as well as volunteers from all Regions of the organization.
