  3. Outline • Introductions / Overview • Strategic Planning: Why? • Strategic Planning: How, What, Who, When? • Overcoming Challenges and Pitfalls • Sample Strategic Plans

What is a strategic plan and why is it needed? • A roadmap to launch and grow your organization • Process as important as product (perhaps more important) • Aligns stakeholders around strategic priorities Communicates your goals, strategies and programs • Engages stakeholders: external and internal organizations and individuals (e.g., Government, Private, Academia, Gender Specialists, Gender Activist, Ministry of Gender….Research Institutions, Donors, DPs, Board, Staff, etc.)

Analysis and Assessment Scanning the field: • Builds knowledge on trends, best practices, existing initiatives, gaps, etc. • Builds buy-in through stakeholder engagement • Enables the organization to position itself in a larger landscape • Clarifies the unique value-add of the organization or initiative within a complex marketplace

Strategy Development • A process, not simply a product • Dynamic, not static • Engages ALL Relevant Stakeholders: UBOS, MDAs, Staff, Funders, Women and Men groups, Community leaders, DPs, Gender Advocates on: SDG Goals, Gender issues, gender statistics, budget 4. Helps align mission, programs, capacity

  8. Key Components • Executive Summary • Mission and Vision • Environmental Analysis / SWOT • Goals, Priorities and Strategies • Additional components: financial plan, evaluation, staffing / operational plan

  9. Mission, Vision, Values • Time to work out: • Vision • Mission • Values of the “Improvement of Gender Statistics in Uganda”

Environmental Analysis • Reviewing literature on gender issues and gender statistics works, documents, policies etc • Identifying and analyzing similar organizations working on the issue elsewhere • Interviewing experts in your field and related fields on gender statistics • PEST: political, economic, social, technological factors that affect gender issues and statistics in Uganda • SWOT: Gender statistics in Uganda: Strengths and Weaknesses, as well as Opportunities and Threats

  11. The existing frameworks • Legal, regulatory framework • Discuss the mandate of the Ministry of Gender….in Uganda • Institutional framework • Gender arrangements

Goals, Priorities and Strategies • Outlines the goals, priorities, and strategies to meet the mission • State 3 -4 overarching goals aligned with mission Priorities, activities, objectives, strategies are in more depth, have more specificity – each goal could have a few different objectives / strategies associated with it • Need to find balance between aspiration and forward looking on gender statistics

Other components • Resource Mobilization, Financials (how do your financials align with your aspirations?) • Capacity building and Staffing • Evaluation (what will success look like?) • One page summary / Key highlights / dashboard to track progress • Develop clear outputs matrix • Prepare a budget • Preparing a long, ambitious, 5 year plan that sits on a shelf

  14. Overcoming Challenges and Pitfalls • Challenge of consensus over clarity • Challenge of who provides input versus who decides • Finding a balance between process and a final product • Communicating and executing the plan

  15. Executive Summary • Can be the most important part of the document – may be the only portion read by external stakeholders • Should succinctly convey the future direction, priorities and impact • Write this last!

  16. Now you have the draft Strategy for: • NATIONAL STRATEGY FOR IMPROVEMENT OF GENDER STATISTICS IN UGANDA • Take it to Stakeholders for validation • The President and Cabinet must endorse it to make it a legal document
