Regional Initiative 5 : Bridging the Standardization Gap • WTDC-06 called upon BDT to implement regionally approved initiatives at national, regional, interregional and global levels • Regional Initiatives in the Asia Pacific region on “Strengthening the collaboration between ITU- T and ITU- D” aims at • Assisting, through ITU-D, the developing countries that lack the necessary human resources to understand ITU T Recommendations • Enhance the application of ITU T Recommendations for telecommunication/ICT services and equipments • The expected outcomes : • Close coordination mechanism between ITU T and ITU D at the regional level through the ITU Regional Office for Asia-Pacific; • Guidelines for developing countries to understand and apply ITU T Recommendations for those having policy & regulatory implications; • Creating a virtual forum to discuss related topics on ITU-T standards and national standards • Online and face to face capacity building programs.

ITU / MIC Regional Training on Bridging the Standardization Gap ( 2007) • ITU and Ministry of Internal Affairs and Communications Japan (MIC) jointly organized the “Training on Bridging the Standardization Gap” during 18-22 June 2007 in Tokyo, Japan • Training benefited 26 participants from 21 countries in enhancing their knowledge on Standardization including NGN • Presentations by speakers and country delegates as well as group discussion reports can be found at http://www.itu.int/ITU-D/tech/network-infrastructure/index.html.

Regional Development Forum, VietNam (15-17 September 2008) • Bridging the ICT standardization gap in developing countries • Aimed at • Encouraging greater understanding of, and participation in, the work of ITU-T • Explain status of current hot topics under discussion in ITU-T • How to become involved in ITU-T activities in order to champion the interests of each region in the development of international ICT standards • Attended by 87 participants (excluding those not registered from Vietnam) from 17 countries • Regional Reflector with agreement from 25 participants for exchange of information on bridgingictstandardizationgap@itu.int created

ITU / MIC Regional Training on Bridging the Standardization Gap (2008) • ITU and Ministry of Internal Affairs and Communications Japan (MIC) jointly organized the “Training on Bridging the Standardization Gap” during 15-19 December 2008, Tokyo, Japan • Training benefited participants from 15 countries in enhancing their knowledge on Standardization including NGN • Presentations by speakers and country delegates as well as group discussion reports can be found at http://www.itu.int/ITU-D/tech/network-infrastructure/index.html.

Regional Development Forum: Yogyakarta, Indonesia, (27-29 July 2009) • ITU Regional Development Forum for the Asia Pacific Region : “NGN and Broadband: Opportunities and Challenges” • RDF conducted by all Sectors in the ITU jointly by sharing in-depth knowledge on various aspects of NGN relating to Standardization and Radiocommunication • Attended by 110 participants from 17 countries, 10 Sector Members and 25 other ICT-related organizations • Active participation in the NGN standardization process through relevant ITU-T Study Groups and ITU-R activities and its Study Groups on the standardization topics • Active coordination and partnership with external ICT developmental agencies to optimize the resources • Harmonization of interfaces standards to allow interoperability (e.g. UNI and NNI interfaces), ensure conformance to standards in order to increase the probability of interoperability • All the presentations are available on the following URL: http://www.itu.int/ITU-D/tech/indexDevelopmentForum.html

WTSA-08 Resolution 76Studies related to conformance and interoperability testing, assistance to developing countries, and a possible future ITU mark program Conformity & Interoperability • Conformity ITU is developing a pilot conformity database which lists and gives visibility to products tested for conformity against ITU-T Recommendations. The database available for ITU members; • Interoperability ITU is organizing a series of interop events, some in partnership with relevant standards development organisations, forums and consortia. Future interop events may include: Home Networking; VDSL2; GPON • Capacity Building ITU-T and ITU-D Secretariats preparing a programme of capacity building events on conformity and interoperability testing. • Test Centers ITU is providing assistance in establishment of testing facilities with other international organizations and private entities. A pilot project has been initiated in Tanzania in cooperation with Sintesio • Regional ITU Consultation on Conformance Assessment and Interoperability for the Asia-Pacific Region: Sydney, Australia, 16 - 17 September 2010

PROGRAMME 1: Information and Communication Infrastructure and Technology Development The objective of this programme is to assist ITU Member States and ITU‑D Sector Members and Associates to maximize the utilization of appropriate new technologies for the development of their information and communication infrastructures and services, by taking due account of broadband deployment, transition from analogue to digital broadcasting, traffic and demand forecasting, spectrum management and radio monitoring, interconnectivity, interoperability, network management, security, and quality of service standards for wired and wireless networks, including mobile telecommunications, next-generation networks, rural and satellite telecommunications and the accelerated convergence of the telecommunication networks and services. Particular attention will be given to capacity building in the development and use of ICT networks through training activities and sharing of information and know-how, as well as to developing and making openly available relevant guidelines, manuals and case studies

PROGRAMME 1: Deliverables and Means • Creation of Tools and Guidelines:- • Creation of training material and delivery of training • Direct assistance to Members:- provide assistance on network management, interconnectivity, interoperability and quality of service standards and alternative routing systems, for wired and wireless networks • Implementation Res.47

  12. RESOLUTION 47 (REV. HYDERABAD, 2010) Promotes enhancement of knowledge and effective application of ITU Recommendations in developing countries, including conformance and interoperability testing of systems manufactured on the basis of ITU Recommendations

Recommendations from the Guidelines 18 • Members to: • advise the ITU of interoperability problems • establish market access requirements (regulators) • assess legislation and regulations • prioritize areas of concern related to telecommunication products and systems • Establishment of Accreditation bodies and approach to at least regional MRAs and MLAs • Establishment of Test Centres on a regional basis, wide areas and possibly common infrastructures

NGN and Best Practices in Philippines, India, Sri Lanka, Thailand, Bangladesh • Present and share state of the art for NGN evolution in selected countries within Asia Pacific Region in relation to network migration and regulation. • Analyze current status per country and propose a common base for BB services deployment, NGN migration and actions to help country actors to progress in the modernization of network, services and related regulation. • Prepare a guide book to help on the strategic decisions and activities towards harmonized solutions for a better ICT development in selected countries.

  21. ITU-KCC Digital Broadcasting Project Objective: To assist the Asia-Pacific countries in making their own roadmap to shift smoothly from analogue to DTTB and to introduce MTV. Activities: July 2010 –March 2012 Questionnaires: - Preparation of the questionnaires was done by the expert from ABU: July-Sept 2010 - Country responses: 22 Selection criteria:17 countries are on the selection criteria: Nov 2010 Announcement of 5 pilot countries:Cambodia, Mongolia, Nepal, Sri Lanka, & Tonga: Roadmap Reports for 5 pilot countries: Completed Feb 2012 Draft Guidelines are available : Feb 2012. NBTC-ITU CoE Training/Regional Workshop on Transition from Analogue to Digital Terrestrial Television Broadcasting (27 February – 2 March 2012) Bangkok: (hosted by NBTC, ABU, AIBD) with 130 participants from 21 countries from overseas: completed.

Conclusions ITU-T provides solid foundation by developing interoperable standards ITU –D guidelines on developing and enhancing the capabilities for C&I Testing in developing countries ITU-D , in collaboration with ITU-T and ITU-R, prepared guidelines and case studies on NGN, DTTB and Wireless Broadband ITU encourages your contribution to Study Group questions and standardization work on NGN, C&I ITU-D along with TSB organizes capacity building training courses on NGN, IMT Advanced, C&I
