MCA BUPERS (PERS-453)What is a “MCA”? • Manages the “Manning Control” portion of the Enlisted Personnel Distribution System • “Manning Control” consists of two functions: • Determining the Quality, Quantity, Priority for assignment of personnel to billets within a Composite • Communicating vacancies to Assignment Control Authority and directing the order in which these vacancies will be filled.

  3. MCA BUPERS (PERS-453)What is a “MCA”? (cont.) • MCA BUPERS” (PERS-453) - One of two MCAs: • MCAF (FLTFORCOM) • MCAB (PERS-453) • MCAs use PERS – 4013 (formerly EPMAC) as an agent in calculating and communicating “demand signal” to PERS - 40 & PERS - 4013.

  4. MCA BUPERS (PERS-453)Roles • Managing NMP and setting priorities for: • 3,800+ Activities (UICs) • 51,000 Billets • Advocates for Fleet Readiness. • Activity Re-organizations, Consolidations, and setup of new commands.

MCA BUPERS (PERS-453)Roles (cont.) • Assign “Directed Manning” / “Special NMP” • TFFMS Package is required before Special NMP is given to a command (so that a requisition will “pop”.) • Directed Manning is when MCAB sets a command’s NMP to match BA. This requires the Claimant to provide compensation. • Process “Priority Manning” requests for MCAB Activities • CNO Pri 1 and 2 • Set MCA Pri 3 • Distribute remaining “fair share”

  7. MCA BUPERS (PERS-453)Roles (cont.) • Distribute/re-distribute NMP (through PERS - 4013 as agent) within MCAB (BSO’s are contacted). • Direct Requisition Priority (through PERS - 4013 but in competition with MCAF activities) • Assist in processing billet changes and suppress requisitions

Priority Manning • Used by CNO and MCAs to ensure “vital” mission accomplishment • Keeps activities manned even during shortages • Authority: OPNAVINST 1000.16J • Importance: • Directly affects setting of NMP against BA • “Priority Manning” an activity “undermans others” • Directly affects the requisition

  11. Priority ManningThe Annual Process • January - MCAB sends “warning letter” for next FY • Spring and Summer – BSO’s and MCA’s review requests and BSO Endorsement. N12 staff weighs in on behalf of major Joint commands to MCAB. • By 1 September - MCAB forwards recommendations for Pri 1 and Pri 2 to PERS - 452 • By 1 October – PERS - 452 (for the CNO) approves/disapproves. • PERS - 452 directs PERS - 4013 to load.

  12. Mine, mine, all mine! • Sailors become an asset under the control of the MCA from the time of issuance of orders (to transfer to an activity belonging to the MCA) until three months prior to the Sailor’s PRD.

Excess Sailors • Weekly review by MCAB. • Propose COMPTOUR/Divert to detailer. • Submit to PERS - 4013 via WEPP (an online database that routes manning proposals). • MCAB makes the final call. • COMPTOURS – Keep in the local area. • Diverts – Keep in the local area…if no available reqs, release back to detailer.

  14. ADREQ’s • Additional Requisitions (ADREQ’s). • When are they used? • HUMS assignment. • EFM assignment. • Spouse CoLoC • Ensure a face-to-face turnover. • If billet is in the process of being bought. Not used to: Increase manning above BA or to “hide” people.

  15. IA’s • Individual Augmentations (IA’s) • OPNAV N3/N5 tasks PERS - 463. • PERS - 463 tasks the MCA’s. • MCA’s task commands (via the BSO) • Timeliness in responding to these taskers is important. If you are asked to provide a Sailor, do so quickly.

  16. Admin Shifts • Admin shifts are performed when BA moves or is deleted which can cause Sailors to be in excess? • MCAB will approve Admin Shifts. • Shore to Shore. • Must move to valid reqs. • Timeliness! Notify MCAB if a billet move (or deletion) will cause a Sailor to be in excess!

  17. EMIR’s • Enlisted Manning Inquiry Report • Notifies all key players (NPC, MCAB, BSO and ISIC) about a manning problem. • Addressed to PERS - 4013. Info copy the Bureau (specifically the respective detailers and MCAB). • Use the correct PLAD for the Bureau: • COMNAVPERSCOM MILLINGTON TN • List the POC on the EMIR (name, phone number, & email address).

  18. The “A” Team (Roles) • NPC (PERS – 4013): Command Advocate • NPC (Detailers): Sailor’s Advocate • MCAB: Fleet Readiness Advocate • BSO: Varies among BSO’s.

  19. Distressed Commands: What to do? Possible fixes: TAD Assist Diverts COMPTOUR Extend personnel onboard Have PG’s arrive early LIMDU’s? A-School Grads? Paygrade substitution?
