How USOE Tracks Students • Statewide Student Identifier (SSID) – tracks students individually through their HS career. • Exit Code – LEAs use these codes for students who leave the school system before graduating. • High School Final Status – LEAs use these codes for all students who are seniors and have not exited to indicate the student’s final status. • Business Rules – USOE converts codes into Graduates, Non-Graduates or Exclusions using established rules.

Previous Formula Who counts as a graduate? • Regular High School Diploma • Student participated in the Utah Alternate Assessment (UAA) • Utah High School Completion Diploma (GED) • Adult Education Secondary Diploma (Carnegie) Completed on or before cohort graduation • Graduate in more than 4 years – Special Education

  12. Previous Formula Who counts as a dropout? • Dropout – student cannot be accounted for • Expelled status at time of graduation • Suspended status at time of graduation • Withdraw – student cannot attend high school • Exit to Adult Education or to pursue GED

Cohort 4 year Cohort vs 3 year Cohort • 50% of Utah high schools are 9-12 • 75% of Utah high school students are 10-12 • Federal formula requires: • 9-12 cohort (4 year) be used for 9-12 schools • 10-12 cohort (3 year) be used for 10-12 schools • Would result in an unfair comparison of graduation rates between high schools • 10-12 schools could more easily have a higher rate

Cohort Decision • High Schools with grades 9 – 12 will have a 3 year cohort rate and a 4 year cohort rate • High Schools with grades 10 – 12 will have a 3 year cohort rate • AYP reports will use the 3 year cohort rate (10 – 12 schools) and the 4 year cohort rate (9 – 12 schools) • State reporting will focus on comparing schools using the 3 year cohort rate
