    2. The Oak Ridge Reservation and Y-12 The Y-12 National Security Complex was originally constructed in 1943 for purposes of uranium enrichment using electromagnetic separation (1,152 calutrons)

    3. Scope of IFDP at Y-12 The Integrated Facilities Disposition Project (IFDP) is a proposed, EM-funded project to complete the scope of cleanup work at Y-12 and ORNL. Scope at Y-12 includes: Deactivation and demolition of 112 excess contaminated facilities Cleanup of 118 soil and groundwater contamination areas Waste disposal and facility operations Utility reroutes, non-mission equipment removal, and facility construction and improvements necessary for execution of IFDP

    4. Y-12 Excess Facility Conditions

Footprint Reduction at Y-12 IFDP will build on demolition successes at Y-12 by: Eliminating significant human health and environmental risks associated with excess materials, hazardous and radioactive material holdup in facility systems, and contamination from past spills and operations. Eliminating substantial risk to the Y-12 national security mission by mitigating the potential for fires and other risks of serious injury or hazardous material release posed by outdated, unneeded, contaminated buildings. Saving many millions of dollars in annual surveillance and maintenance costs, while paving the way for modernization and footprint reduction.

    7. IFDP Cost and Schedule Range Y-12 and ORNL combined, based on initial planning estimates (CD-1): Could be substantially accelerated by an influx of Recovery Act funding

Concept for Connecting IFDP to Energy Conservation at Y-12 Public-Private partnership that accelerates footprint reduction and demonstrates innovative, energy efficient metal recycling Bundle demolition of old coal steam plant with design/build/operate of a state-of-the-art, environmentally friendly metal recycling facility Demonstrate green application of weapons-related microwave melting technology Reuse potentially contaminated metals from IFDP at Y-12 in nuclear facility construction (e.g. structural steel) Benefits Energy efficient melting requires 37% less energy than other methods and 50% less production time Associated carbon footprint reduction and substantial cost savings Thousands of tons of metal diverted from landfill disposal to beneficial reuse Potential to revolutionize the American steel and related industries through operational and energy efficiencies Accelerates site transformation at Y-12 by eliminating an excess facility and the environmental hazard associated with adjacent coal pile

Win/Win EM saves money by avoiding metal debris disposal and saving landfill capacity NNSA saves on construction cost by purchasing rebar at a reduced price Commercial recycler makes money using free feedstock (and subsidized operations?) American steel industry benefits from an innovative technology demonstration Y-12 facilitates transformation through early elimination of excess facilities

Another public/private concept… Bundle private funding of the demolition of the remainder of the Biology Complex with construction of an alternative energy facility for: Production of ethanol for Y-12 E85 vehicles and/or methane for the new Y-12 steam plant from biofuel (e.g., switchgrass), Or Production of energy from waste for Y-12 energy security, or for sale to the grid Likely requires EM ARRA funds to assist with demo, and/or EERE ARRA funds to assist with construction, in addition to private equity, to make a viable business case
