COAG National FMD Coordination FrameworkAttachment 1 Cabinets Commonwealth / States Primary Industries Ministerial Council High Level FMD Management & Recovery Group (Chair: Sec PM&C) National Emergency Animal Disease Management Group (includes industry) (Chair: Sec AFFA) Advisory Commonwealth -State Policy Taskforce (Trade, Recovery - economic, social, industry) Emergency Management Aust (National logistics coordination) Consultative Cttee on Emergency Animal Diseases (Scientific, veterinary) Socioeconomic recovery Communications Logistics Disease control COMMONWEALTH, STATES, TERRITORIES, INDUSTRY RESPONSE ARRANGEMENTS (This framework augments current arrangements in which State and Territories are the prime authorities in combating the disease outbreak in accordance with AUSVETPLAN and emergency management arrangements) 1. The Communications function is to be based on principles which need to be agreed; in particular, the need for designated spokespeople in each jurisdiction and the need for close networking by these people; and the need to share information in a timely way to ensure rapid response and a consistent message is delivered to the public. 2. The framework as presented covers FMD. With BSE, State emergency services would not be used to the same extent; Health authorities would have an important role. 3. Local Government Authorities would be linked in to the Commonwealth-State Policy Taskforce 4. In the proposed Commonwealth/States/Industry Cost Sharing Deed, the NEAMDG is referred to as “National Management Group” 5. The shaded boxes represent additions to current emergency animal disease management frameworks.
