  3. RAINFALL – RABI & SUMMER SEASON (mm) • Post monsoon rainfall : below normal (-) 44% • Rabi 2018-19 rainfall winter : was (+) 24% • Rabi: Western disturbances rains coupled with cold wave condition benefitted Rabi crops (wheat, mustard and gram) • Summer 2019 rainfall : below normal (-) 27%

PLANNING FOR KHARIF 2019 • Forecast of IMD on Monsoon (15 April 2019): • Monsoon rainfall is likely to be 96% (error ±5%) of Long Period Average-LPA (89 cm). • Southwest monsoon seasonal (June to September) rainfall over the country as a whole is likely to be near normal. • Weak El Niño: reduced intensity in later part of the monsoon. • Vulnerable areas Bundelkhand region (UP & MP) Vidarbha, Marathwada (Maharashtra), North Interior Karnataka, Saurashtra, Kutch (Gujarat), Anantpur (Andhra Pradesh), Adilabad, Nizamabad (Telangana), Jharkhand, North West Rajasthan • Preparedness for all the possible scenarios: • Early withdrawal • Less rainfall • Excess rainfall • Contingency plan for 648 districts is ready (ICAR-CRIDA)

STRATEGIES: WE NEED TO CONSIDER • Cropping system centric interventions in a Mission mode approach • Agro-climatic wise planning and cluster approach for crop productivity enhancement • Focus on Pulse, Oil seeds, Nutricereals • Focus on utilization of rice fallow, rice bunds, intercropping, rainfed areas, summer season • Increasing Seed Replacement Ratio and Varietal Replacement • Increasing water and nutrient use efficiency • Restoring soil fertility and improving productivity at farm level • Promotion and extension of improved technologies

STRATEGIES FOR RICE • Line Transplanting & Machine Transplanting • Direct seeded Rice (DSR) • Drum seeder for wet bed • System of Rice Intensification (SRI) • Promotion of hybrids • Tolerant varieties: Drought, salinity, submergence (flood tolerant) • Nutrient and pest management • Chemical weed control in Eastern region

STRATEGIES FOR PULSES • Intercrop with Oilseeds, Sugarcane, Millets, Maize, Cotton • Utilization of bunds for Arhar • Seed treatment: Most important Fungicide, Insecticide & Rhizobium (FIR) • Application of recommended dose of fertilizers based on Soil Health Card. Gypsum for sulphur. • Micro-nutrients as per requirement (Soil test based)- Molybdenum in particular for nodulation • Amelioration with lime in acidic soils. • Weed management- Weeds are problem in Kharif • Pest surveillance and integrated pest management (bio-pesticides & pheromone trap etc.). • Minor kharif pulses [cowpea, mothbean, horse gram (kulthi)]

STRATEGIES FOR OILSEEDS • Intercrop with pulses/cotton/maize/millets. • Adoption of Broad Bed Furrow and Ridge Furrow techniques. • Improved varieties of Soybean, Groundnut, Sesame, Sunflower. • Seed treatment with Rhizobium (soybean/groundnut) & PSB culture. • Soil test based application of macro and micro nutrients • Replacement of upland/low yielding paddy area with oilseeds. • Introduction of soybean in non-traditional areas – Bihar, Jharkhand, Odisha, Manipur other North Eastern states • Addressing whitefly in oilpalm and YMV in soyabean. • Primary sources of Oilseeds (Soyabean, Groundnut, sesame, niger). • Secondary sources: rice bran oil, cotton seed oil, coconut oil, oilpalm • Oil palm: area expansion- suitable time for planting-25000 ha in 12 states (total 3.20 lakh ha) (no ceiling for area) Rs. 52000/ha four yrs

  9. STRATEGIES FOR COTTON Management of cotton whitefly Ensure timely sowing (upto 15th May). Regular monitoring. Select tolerant varieties/hybrids. Application of recommended dose of fertilizer, avoid excessive urea application. Use of recommended pesticides, biopesticides /preferably IPM. Management of pinkboll worms (PBW) Procure and sow authentic BG-II hybrids, preferably short duration. Follow recommended protection measures/IPM. Do not extend crop beyond January in Central and southern region Monitoring PBW using pheromone traps. Maintain cleanliness - follow plant residue management.

STRATEGIES FOR NUTRICEREALS- Millets • Implementation of NFSM - Nutri-cereals • Breeder and certified seed production • Seed distribution • Cluster demonstrations • Integrated nutrient management • Integrated pest management • Farm implements • Water saving technologies : Sprinkler • Value chain integration of small producers • Formation of FPO,s/COE/Processing clusters • Capacity building of farmers • 14 states, 202 districts, 2019-20

NEW INITIATIVES • Created 150 seed hubs for pulses at ICAR and SAUs. • Seed mini kits of pulses and oil seeds • 35 seed hubs for nine oilseed crops sanctioned from 2018-19. • Enhancement of breeder seed production at ICAR & SAUs. • NFSM - Nutricereals (14 states 202 districts). • Cluster frontline demonstrations through KVKs: Pulses & Oil seeds • Bringing 1.86 million ha area of rice fallow under Pulses & oilseeds cultivation per year up to 2019-20 (Total target : 4.5 million ha in 3 years). • Additional 75000 ha to be covered under oil palm in 3 years upto 2019-20. • Revamped NFSM for 2018-19 & 2019-20 : Increased incentives & flexibility to states (Enhancement of seed subsidy, Local initiatives). • National Demonstration Project for promotion of Farmer Producer Organization (FPO’s)- Value chain development of pulses and millets started: 191 FPO’s in 11 states proposed. • Oil extraction units limited to 5 lakh for 1 ton capacity

PREPAREDNESS • Effective implementation of scheme: PMKSY, PMKY, PMFBY, RKVY, E NAM, Submission on Mech, Seeds, NMSA, MIDH, NFSM, NMOOP. • Timely arrangement of inputs • Seeds, fertilizers, micronutrients, nutrients, plant protection, machinery. • Coordination meeting with line departments (credit, power, irrigation) • Preparation for timely crop insurance cover • Mobilizing extension staff for field deployment • Convergence with ATMA and other centally schemes • Implementation & monitoring • Close monitoring of flow of funds to ensure timely reach • Technical backstopping for cluster demonstration, capacity building • Effective monitoring and feed back • Implementation of Direct Beneficiary Transfer (DBT). • Weekly video conferencing for reviewing crop situation & follow up. • Preparedness for all possible scenarios : Contingency plan (648 distt) • Tentative allocations communicated to states for advance planning

FALL ARMY WORM: MAIZE • MAIZE in INDIA • 28 million ton, 9.3 million ha • Fall Army Worm (Spodopterafrugiperda) • Outbreak in Africa 2016, now in Asia – India, China, Thailand, Myanmar, Pakistan, Vietnam, Sri Lanka, Bangladesh • Entered India 2018: Karnataka, Tamilnadu, AP, Telangana • Wide host range 80 species, Polyphagus • Alert sent to states: States took the action • Surveillance, Monitoring – Pheromones, scouting • Contain & suppress insect • Avoid staggered sowing, prefer intercropping • IPM, Advisory on Website : • First 30 days of sowing important • Chemical control: • Cyantraniliprole 19.8% +Thiomethoxam 19.8% Seed treatment • Spinosad 0.3ml/lt • Thiomethoxam 12.6% + Lambda cyhalothrin 9.5% ZC 4. • Chlorantraniliprole 18.5% SC • Biological control: • Spray 5%NSKE/ Azadirachtin 1500 ppm • NPV, Metarhiziumanisopliae, Entomophagaaplicae, Nomuraearilevi, Eryniaradicans, Bacillus thuringensis, Trichogramma, Telenomus

  17. Rugose Spiralling Whitefly in Palms • Intrusion to India: 2016: Kerala, TN, AP, Telangana, Karnataka • Polyphagous: Coconut, Oilpalm, • Application of 1% starch solution on leaflets to flake out the sooty moulds. • Installation of Yellow sticky traps on the palm trunk to trap adult whiteflies. • Encourage build up of parasitoids (Encarsia sp.), predator (Dichochrysa sp.) and reintroduction. • Spray Entomopathogenic fungus Isari fumosorosea on the affected plants. • In severe case, spray neem oil 1% • Do not spray unwanted insecticides, it may harm natural enemies.
