  2. -Initially we wanted to do a voters referendum. Needed at least 17,000 valid signatures. -Speaker Lawrence T. Morgan of the Navajo Nation Council indicated strong support and wanted to help with Navajo Green Legislation.

  3. We see…. • Solar and Wind Energy is just two job creation opportunities. • Traditional/Community Based Economies

  4. The First Year Implementation Plan of the Green Economy Fund 1. Community needs assessment / public forums - Assess through research and public outreach what the green economy needs are and identify most effective means of greening the Navajo economy. 2. Outreach and Orientation of Navajo Nation Departments – Communities, state, federal entities and schools. 3. Identify Effective Public Finance and Business investment structures. 4. Commission studies – green opportunities potential on the Navajo Nation tied to • Traditional and local industries • such as Sheep, farming, arts & crafts.

The Navajo Economy and Need to Transition • The Navajo Nation Economy is plagued with a 54% unemployment rate (10 • times the national average), and per capita income is $7,734 (just 1/4 of the • national average). At the same time, we have 110 growing Chapters with no • set plans in place for economic growth for future development. • The Navajo Economy has historically relied upon the extraction of natural • resources as a major source of revenue. With the global climate crisis and • depletion of Navajo natural resources, it is vital to immediately transition • towards a more sustainable economy that is in concert with our Navajo • community values.

Strategic Approach to Diversifying the Navajo Nation Economy towards a Green Economy As proposed under this legislation, the Navajo Nation Council will establish the Navajo Green Economy Fund and will allocate from $6 to $10 million dollars annually to diversify the Navajo economy and transition to long-term sustainable employment. The fund would invest in Green Economic Development in Navajo communities through an open Request of Proposal process to enable Chapters, community members, community organizations, Tribal colleges, & community based businesses to build locally owned and managed green projects that create local job opportunities.
