Definitions • ‘Wider Outcomes’: ‘Plain vanilla’ housing contributions to ‘other than housing’ social goals (economic, education, health/care, sustainability) • ‘Wider Roles’: Broader service packages (encompassing employment, skills, education, well-being, inclusion and environmental purposes) for the purpose of helping to anchor communities

Wider Roles - Diverse Experiences • Scotland, England, in the vanguard • Canada, some experience • Australia, Norway, yet to engage • Demographic trends, pressures on public finance, redefinition of state roles in securing social well being, all point to the growing importance of community ‘anchor organisations’ • A common recognition is emerging of ineluctable community and business forces pointing towards greater emphasis on ‘more than market’ community service providers

  4. To date, funding has basically involved public expenditure plus internal resources, but: • Compelling evidence to back up perceptions is still needed (Ekos, NDC) • Even where recognised, wider outcomes and roles have not been pursued in a strategically coherent way

  5. Challenges • Agreeing which activities are best delivered at community level, and which communities need them • Making a more effective case for public funding • Growing user charge revenue sources • Scale, capability and skill competencies • Other?
