  1. County/ICLEI Emissions Report 2009, andLocal Climate Action Planning Process Report 2011“The Missing Conversation” October 5, 2011 Comments by Charles Battig VA-Scientists and Engineers for Energy and Environment

  2. ICLEI “Drop Outs” Growing • Spartanburg, SC • Georgetown, TX • Carver, MA • Montgomery County, PA • Edmond, OK • Carroll County, MD • Norman, OK • Garland ,TX • James City County, VA • Amador County, CA • Pinellas, FL • Oklahoma City, OK • Albemarle County, VA • Lexington, VA

  3. The U.N.’s Intergovernmental Panel On Climate Change (IPCC) (The Gold Standard Of Environmentalists’ Policy), Speaks: “We redistribute de facto the world’s wealth by climate policy…One has to free oneself from the illusion that international climate policy is environmental policy. This has almost nothing to do with environmental policy anymore”* *IPCC lead author and chairman of WG 3, Dr. Ottmar Eden-Hofer , November 13, 2010 interview

  4. “Conduct A Baseline Emission Inventory” = ICLEI Milestone One

  5. ICLEI Was There

  6. Taken From Page 16 Of The 2009 County of Albemarle Baseline Emissions Report

  7. Final Report “Local Climate Action Planning Process (LCAPP)” : Agenda Item - Albemarle County BOS September 7, 2011 (no public comments allowed; no “conversation”) • It may be labeled “local,” but this report mirrors Milestone Three of the ICLEI Program/Process • The county staff presentation muddled the terms: energy, emissions, carbon, carbon emissions, greenhouse gas emissions, carbon dioxide, carbon dioxide equivalents, and gave no coherent definitions nor scientific linkages to claimed climate impacts

  8. Same Year 2000; Different NumbersWho Knows What Or Whom To Believe? Page 40 of Albemarle County 2009 Emissions Baseline Report Page two of LCAPP 2011 Report

  9. How Does The County Measure “The Climate”? • These county documents speak of climate stabilization and climate action plans but give no definition of the climate or how the county is measuring it • What has been the measured change in the climate that the county has achieved since 2000?, 2007?

  10. LCAPP Report, Continued • Section 1.0 Introduction and Background: “human induced climate change is occurring” • This is a scientifically meaningless statement; there is no definition of what human activity ( land use? aerosol generation? soot?) • There is no documentation of how much is claimed from human activity and how much is from natural sources • The referenced IPCC admits that there has been no global warming for the past 10-15 years even as world-wide emissions continue to increase

  11. The Un-Elected LCAPP Steering Committee:All Special Interest “Stakeholders”; No One From The Tax Paying Public Is There

  12. What Next For The LCAPP? • Milestone four of the county-ICLEI five milestone plan is: “Implement the local action plan” • The LCAPP Five-Part Framework “Recommended Next Steps” includes “to inform Comprehensive and other planning efforts” …whose planning efforts? • Implementation of these efforts is presented as voluntary, at this stage • The Thomas Jefferson Planning District Commission is funded by H.U.D to change the County Comprehensive Plan as its stated goal, and to make code changes to enforce them

  13. Vital Albemarle County ChoicesBecome A UVA Student Project “Research Panel”

  14. LCAPP Has Done A Great Job • Their 18 month effort has done an excellent job of educating the public, local industry, and the university that the more energy one uses, the more one’s energy bill goes up • Voluntary measures to reduce energy consumption are directly reflected at the gas pump and monthly gas/electric bill without elaborate and unreliable CO2 equivalent computations by “stakeholder” third parties • It is not a core function of County government to set emission standards for the public

  15. Tell It To The Sierra Club

  16. 50+ U.N. IPCC Scientists Disavow IPCC Faulty Manmade Climate Claims

  17. Identifiable Consensus

  18. 2007–Albemarle Joins “Cool Counties”;2007-Al Gore’s Climate Claims Thrown Out In England As “Political Propaganda”

  19. 2011: What Has Been Learned Since 2007?It’s The Sun, Cosmic Rays, and CloudsIt’s Not All About Carbon Dioxide Equivalentsscience Not Personal Opinion

  20. Conserve EnergyConserve The EnvironmentConserve Taxpayer DollarsReduce The Unwarranted, Top-Down Bureaucracy Of The Un-elected Planners and Special Interest Groups Using Yesterday’s Climate Scare Stories To Implement Needless And Intrusive Legislation
