LIMITATIONS • TOP SECRET controls • Ships do not load tactical mission libraries until just before deployment • Limited personnel cleared for TOP SECRET • “Sneaker-netting” required to transfer information • Difficult integration with other war-fighting tools • Manual translation (via disk) required • TLAM mission plans • ATO/ACO databases • Avoidance overlays • Most file formats are incompatible

  5. TOP SECRET • Worldwide Master Mission Library (MML) • Maintained by CMSA on a TS/SCI computer network • Selected OPLANs and CONPLANs • A small percentage of INDIGO messages • DSMAC scenes (next slide)

SECRET • 99.9% of individual missions • Theater mission libraries (TML) • DSMAC scenes are SECRET, however they are created on TS systems, classifying them by default • Training INDIGOs or tactical INDIGOs following the start of an operation • ADOCS, TBMCS, GCCS/C2PC, CHAT, SIPRNET, PFPS/FALCON VIEW

TRANSITION TO SOS • Allows for joint inter-operability • Opens the door for Tactical employment • Removes need for TLAM only training systems • Ships can carry tactical missions year round • Training cycle and evaluations can use tactical missions • Majority of TLAM ops are SECRET • Non-Material Solution • Replace TS crypto with SECRET crypto on MDS Network • Scrub all PCMDS sites for TS information • # Fleets, CSG/ESG, ships would carry TML only

What if TS controls are required? • Limited, discrete cases • TOP SECRET or covert strikes • Training/workup modeling OPLAN targets and timing • Multiple options • Load PCMDS to stand-alone or JWICS LAN computers at # Fleets for TOP SECRET strike package preparations • Rehearse TS strikes at the SECRET level using “mirror” strikes as TACAIR does

What if TS controls are required? • Multiple options (cont) • Use legacy procedures to prevent network contamination- i.e. paper INDIGO only, no ESP • Intentional “contamination” of the SECRET system for discrete cases (not preferred) • Evaluate re-classification of the strikes from TOP SECRET to SECRET but use SPECAT caveats for extremely tight controls

  12. SUMMARY and WAY AHEAD • 1% of operations and data are TOP SECRET • SECRET systems are widely inter-operable within the Joint war-fighting environment • Research integration of SECRET PCMDS into TED/TOST, PFPS, ADOCS,TBMCS, etc.
