  1. Innovation Support Workshop Western EconomicDiversification – Who Are We?

  2. Who Are We? • Federal Department • Established in 1987 • Offices in four Western Provinces, with Headquarters in Edmonton • Liaison office in Ottawa • Approximately 450 employees

  3. What is our Mandate? • To promote the development and diversification of the western Canadian economy, coordinate federal economic activities in the West, and reflect western Canadian interests in national decision making.

  4. More Specifically: • We administer programs that advance innovation, entrepreneurship and community economic development in the four western provinces.

  5. How Do We Do This? • In some circumstances we provide grants and contributions to organizations, and in others we offer loan programs through partner organizations.

  6. Grants and Contributions • This is non-repayable funding that is provided to an organization to further a specific project or objective that meets our guidelines. • Some recognizable examples: • Springboard West Innovations Inc • Canadian Light Source Inc • Petroleum Technology Research Centre • VIDO/Intervac facility at U of S

  7. G’s and C’s - Some Basic Requirements: • Must be a non-profit organization such as a University, Trade Association, Research Organization, etc. • Project has primary goal of economic development, through innovation, technology commercialization, knowledge infrastructure, etc.

G’s and C’s - Some Basic Requirements, cont’d: • Preference is to leverage our funding with other funds, whether from the client, the Province, industry or even with other Federal Departments • Preference is to have a defined project with beginning and end date, as opposed to operating funding.

G’s and C’s – Basic Requirements, cont’d • If project is research based, we prefer to see commercialization outcomes within three to five years • Concentrate on specific, measurable outputs from projects. For example, • Jobs or businesses created • International investment attracted to the province • Improved business processes and efficiencies for regional businesses

Loan Programs • Available through WD partners: • Affinity Credit Union Micro Loan Program • Community Futures Development Corporations • Women Entrepreneurs of Saskatchewan • Each organization has its own loan program, which it administers with support from, but separate from WD, so details can be obtained from the organizations.

  11. Other Programs: • Canada/Saskatchewan Business Service Centre • Serves as a single point of access for information on federal and provincial government services, programs and regulatory requirements for business

  12. Infrastructure Programs • WD also delivers Infrastructure Canada programs, to help maintain and create shared physical assets that support economic growth and quality of life in communities across Canada.

  13. Infrastructure Programs • Municipal Rural Infrastructure Fund (MRIF) - $278 M in the west • Public infrastructure such as water, wastewater, culture and recreation • Building Canada Fund - $339 M for SK • Major Infrastructure Component (4 by WD) • Communities Component (145 projects)

Infrastructure Program (cont’d) • Community Adjustment Fund (CAF) - $306 M for Western Canada - Support projects that will reduce the short term impacts of the economic downturn. • Recreational Infrastructure Canada (RinC) - $163 M for Western Canada - Provides funding for recreational facilities

  15. Alberta/Saskatchewan Centenary Program • WD has been used to administer funding programs that are one-time programs, and are not in the jurisdiction of any other department. • Some examples of projects funded under the Centenary Program: • RCMP Heritage Centre • Persephone Theatre • Prairieland Exhibition
