  16. B. THE ROLE OF THE COLLEGE OR UNIVERSITY & OFF-CAMPUS HOUSING 1. The Pendulum Swing of Responsibility “ IN LOCO PARENTS “ Concerned With The Welfare Of Students Recent Laws Confuse The College & University Role Alcohol Use By Minors Civil Host Laws Other Safety Laws 1960’s AND 1970’s Privacy Rights Were The Central Issue. ...What Is Needed Is A Clearly Defined Fire Safety Role For Both On Campus And Off Campus Housing !! OSFM 15

How to Identify Fire Hazards and Provide Remedial Prevention Programs. How to Develop Emergency Evacuation Plans. OSFM 24

  26. F. SPRINKLER SYSTEMS: THE MYTHS All Sprinklers Will Operate At Once. MYTH 1. FACT: Only Those Sprinklers Near The Source Of The Fire Will Operate. MYTH 2. Water Damage Is Extensive When Sprinklers Operate. A Sprinkler Head Will Discharge Up To 20 Gallons Of Water Per Minute…. The Average Fire Department Hose Stream Discharges More Than 100 Gallons Of Water Per Minute. FACT: Some Media Accounts Have Distorted The Damage Cost By Not Taking Into Account The Total Value Of A Building And Its Contents. FACT: OSFM 26

  27. F. SPRINKLER SYSTEMS: THE MYTHS MYTH 3. Sprinklers Will Malfunction And Not Work When Needed. Factory Mutual Research Corporation Estimates That 1 In 16,000,000 Installed Sprinklers Will Fail To Operate For No Apparent Reason. FACT: FACT: One In 2,500,000 Installed Systems Will Fault For No Apparent Reason and Result In An Unwanted Discharge Of Water. MYTH 4. Inadvertent Discharge Of Sprinklers Is Common. FACT: It Rarely Ever Happens. OSFM 27

  28. F. SPRINKLER SYSTEMS: THE REASONS FOR SPRINKLER USE: Sprinklers May Be The Most Reliable Fire Protection System Known. REASON 1. NFPA Studies Have Shown A 96. 2 % Success Record For The Years 1925 Through 1969. FACT: Sprinklers Do Not Rely On Human Factors To Put Out A Fire. REASON 2. FACT: Sprinklers Work Automatically On A Heat Actuated Principle. OSFM 28

  29. F. SPRINKLER SYSTEMS The Reasons for Sprinkler Use: REASON 3. There Has Never Been A Multiple Loss Of Life In A Fully Sprinkled Building. Over 100 Years Of Data Exist To Support The Unique Effectiveness Of Fire Sprinklers. FACT: REASON 4. Fire Sprinklers Unequivocally Save Lives ….. As Well As Property. FACT: The NFPA Has Found That Approximately 20 Lives Are Lost Each Year In This Country In Sprinkled Buildings, Compared To 4,000 Per Year In Un-sprinkled Building. OSFM 29

  30. F. SPRINKLER SYSTEMS: The Reasons for Sprinkler Use: SUMMARY Fires Move Quickly And May Be Deadly Within 2-3 Minutes Of Starting. The Cost Of Installing Sprinklers In New Construction Is Approximately $ 1.00- $ 1.50 Per Square Foot-- Less Than The Cost Of Commercial Carpeting. OSFM 30

  31. F. SPRINKLER SYSTEMS: Sprinkler Systems in the State of Indiana. When was the building constructed ? Depending on the sprinkler requirements at the time, sprinklers may not be required. What was the original use of the building ? If the occupancy of the building has not changed, sprinklers may not be required.
