Glossary – basicProgrammeabbreviations • Project Promoter (PP) – an entity formally responsible for submitting the proposal under the Polish Applied Research Programme; • Principal Investigator (PI) – a researcher having a scientific lead of a project submitted under the Polish Applied Research Programme; • Programme Operator (PO) – the National Centre for Research and Development, agency responsible for the management and implementation of the Polish Applied Research Programme in Poland; • Donor Programme Partner (DPP) – the Research Council of Norway (RCN), agency responsible for supporting the PO during implementation of the Programme; • Programme Committee (PC) - an advisory and supporting body to the Polish Applied Research Programme, consisting of Polish and Norwegian experts.

A POLNOR 2019 project ̶ a walkthrough Forming a team (consortium) Eligibleapplicants/projectpartners: • Norwegian research organisations;the lead Norwegian partner shall be approved by the ResearchCouncil of Norway (DPP) in accordance with the provisions of the RCN (DPP) guidelines for approval of research organisation. • Polish research organisations (established as a legal person in Poland) • Enterprises, established in Poland and/or Norway Minimum one enterpriseisrequired!

  17. A POLNOR 2019 project ̶ a walkthrough Forming a team (consortium) PP appoints one person as Principal Investigator (PI). Whois a PI: The ‘Principal Investigator’ is the researcher having the scientific lead of the project on a daily basis. She/he is responsible for controlling the technical direction and academic quality of the project, and will ensure that the project is carried out in compliance with the terms, conditions of the call as well as those specified in Regulation on the implementation of the Norwegian Financial Mechanism 2014-2021, and especially Guidelines for Research Programmes. The Principal Investigator (of any nationality) must be employed full time in the Project Promoter, with a permanent position, or with a fixed term contract covering at least the duration of the project. „Young researcher” PIswillhave a separate ranking list afterallproposalsareassessed.

Only the followingtypes of activitiescan be funded: • Fundamental (basic) research (up to 10% of eligible costs) • Industrial research • Experimental development

  19. A POLNOR 2019 project ̶ a walkthrough Writing the proposal – the budget Project budgetmust be completed in the Polish zloty (PLN). Allpayments from the Programme Operator (NCBR) and settlements between the Project Promoter and project partner(s) arealsodone in Polish zlotys (PLN). Expendituresmust be eligibleaccording to the rules of the Call and maycover the followingcategories: • Staff • Consumables and supplies • Equipment • Travel • Other • Subcontracting • Indirect (overheads) Expenditures incurred after 30 April 2024 shall not be eligible!

  20. A POLNOR 2019 project ̶ a walkthrough Writing the proposal – the budget Grants in the POLNOR 2019 call may cover up to 100% of eligible costs for research organisations. For enterprises, stateaidrulesapply, depending on the size of the company, type of research/development.

A POLNOR 2019 project ̶ a walkthrough Submitting the proposal and obtainingfunding How to submit a proposal? • through the Programme Operator’s online system (LSI), available on the PO’swebsite (no otherwayisrecognised) • Project Promotersubmits the application on behalf of the wholeconsortium (with authorisation) Allproposals go through a two-stageselectionprocess: • formal (administrative) assessment, in order to review the proposals for compliance with administrative and eligibility criteria; carried out by the PO. • scientific peer review; proposals that passed the formal assessment are submitted by the Programme Operator to international expert evaluation. Result of the scientificpeerreviewis the final ranking lists of projects to be funded. Eachthematicareawillhaveit’sown ranking list. Based on the ranking lists, the fundingisawarded, via a decision of the Director of the Programme Operator (NCBR).

A POLNOR 2019 project ̶ a walkthrough Submitting the proposal and obtainingfunding Final step is to signtwoagreements: • Partnership Agreement, signed by the Project Promoter with project partners before signing the project contract with the Programme Operator.Mustcontain the following: • provisions on the roles and responsibilities of the parties; • provisions on the financial arrangements between the parties, including, but not limited to, which expenditure the project partners can get reimbursed from the project budget; • provisions on the method of calculating indirect costs and their maximum amount; • currency exchange rules for such expenditure and its reimbursement; • provisions on audits on the project partners; • a detailed budget; • provisions on dispute resolution, and • provisions on intellectual property rights, in compliance with State aid rules and Regulation (EU) No 1290/2013 of the European Parliament and of the Council of 11 December 2013. • Project contract, signed between the Programme Operator and the Project Promoter acting on behalf of all project partners.

A POLNOR 2019 project ̶ a walkthrough Carrying out and closing the project Project financing The Project Promoter receives funding according to the rules of the Call, and is obliged to distribute appropriate amounts of funds to all project partners, in accordance with the Project Contract and the Partnership Agreement. Periodic (yearly) reporting 1. A technical report containing: • an explanation of the work carried out by the participants, • an overview of the progress of work towards the objectives of the project, including milestones and deliverables identified in the project contract. The report must include explanations justifying the differences between the work expected to be carried out in accordance with the project contract and that actually carried out, • details on the exploitation and dissemination of the results, and - if required in the Project Contract - an updated plan for the exploitation and dissemination of results, • a summary for publication by the Programme Operator. 2. A financial report

A POLNOR 2019 project ̶ a walkthrough Carying out and closing the project ̶ finalreporting The Project Promoter submits a final report on behalf of the consortium within 60 days after the end of the project. The final report comprises: 1. a final technical report, containing: • an overview of the results and their exploitation and dissemination • the conclusions on the project • the socio-economic impact of the project: a report covering the wider societal implications of the project, in the form of a questionnaire, including gender equality actions, ethical issues, efforts to involve other actors and to spread awareness, as well as the plan for the use and dissemination of foreground • a summary for publication by the PO. 2. a final financial report As part of the final project report, the Project Promoter isrequired to submit a full list of publications relating to the results of the project.

On-line application system Submission of proposal • The Project Promoter can edit and validate the proposal until the closing date of the call - the blue ‘Walidujwniosek’ button. • Only proposals that have been completed fully and correctly may be submitted. Otherwise the error message informing that the proposal is invalid is displayed. • In order to submit the proposal the Project Promoter shall click the red ‘Złóżwniosek’ button. • After successful submission an e-mail acknowledging the receipt of proposal is sent by the online system to the Project Promoter. • If the proposal is not submitted as described above it is not regarded as having been received by the Programme Operator. • After successful submission the edition of the proposal is blocked. In case of the necessity of the resubmission of the proposal, the new application must be generated, completed and submitted. If more than one copy of the same proposal is submitted, only the most recent version is evaluated.

Selectioncriteria - scoring • The criterion 1 is evaluated by stating if the project fits the ‘Description of the call area’ (no - only in clear-cut cases) • an elimination criteria – no need for further evaluation • if the proposal is considered to be out of scope by all reviewers, it is considered ineligible and does not pass on to the second stage • For criteria 2-4 the scores are on a scale from 0 to 5. Half points may be given. • score 0 - the proposal fails to address the criterion under examination or cannot be judged due to missing or incomplete information. • score 5 - the proposal successfully addresses all relevant aspects of the criterion in question. Any shortcomings are minor.

  41. Review forms and Consensus report Consensus report • Both individual Review forms and Consensus report will be forwarded to an applicant.

Selectioncriteria – thresholds and weight • Total number of points in the evaluation procedure (criteria 2-4) - 25 • To be recommended for funding - the proposal must receive at least 15 points AND pass all the thresholds on the consensus stage (criteria 2-4). • While deciding about the final ranking order of the proposals on the basis of the total consensus scores, within the groups of equally scored proposals, proposals are prioritised according to the scores they have been awarded for the criterion: • Scientific and/or technical excellence • Impact of the project • Quality and efficiency of the implementation and the management.
