  4. 3-Member board appointed by the governor The Board meets each month along with the Administrator, legal counsel and representatives of the agency divisions to address issues such as store openings and closings, approval of new products sold in ABC Stores or discontinued, and the approval of new or renewed leases.

  7. ABC Board Originated….1937 • In 1920, with the passage of the 18th Amendment to the US Constitution, the era of prohibition began. • It prohibited the manufacture, sale, transportation, and possession of alcoholic beverages.

  8. 1933 17 Monopoly States 21st Amendment repealed prohibition With the repeal of the 18th Amendment, each state decided to what extent and level alcohol would be controlled. Alabama became one of 17 states that decided that full control by the state was best.

  9. Who determines the selling price? Sometimes customers may comment that alcohol prices in Alabama are higher than in surrounding states. In some instances this may be true. The ABC Board operates with a specific price structure determined by the Alabama Legislature and is governed by Title 28, Code of Alabama,1975 .

  12. Cry for privatization State not in the liquor business because it can sell liquor better, but to control and regulate liquor sales. Alcohol is not like soap and soup. Alcohol is the most abused drug in America.

  13. Reduce risks • Under the 1937 legislative charge to “promote temperance and suppress the evils of intemperance” the ABC Board uses a three-prong approach to reduce the risk of illegal and irresponsible sales of alcoholic beverages.
