Security Division – Authorized Signatory (AS) • Authorized Signatory (AS) Definition “Authorized Signatory” is the individual or designated representative authorized to sponsor individuals and request airport identification media on behalf of their agency. • Authorized Signatory (AS) Requirements • All first time primary and secondary AS must attend the initial orientation training. • Wednesdays @ 2:00pm in the Security Office • Letter from the President/CEO/Owner/HR Director of the company appointing you as the primary and/or secondary AS • Sponsorship Letter • Insurance Certificate ($1 million or $10 million)

Security Division – Authorized Signatory (AS) • Authorized Signatory (AS) Requirementscontinued • Complete the 20-second survey and return to the Security Office (will be made available online). • All AS must possess a SIDA or Non-SIDA badge. • All AS with a Non-SIDA badge must take the SIDA training at least one time. • Primary or secondary AS is responsible for completing the badge audits and ensuring security services are paid accordingly. • AS should be someone who can be devoted to the position full time. • We encourage companies with a large number of employees to have a secondary AS.

Security Division – Authorized Signatory (AS) • Authorized Signatory (AS) Training • Annual Mandatory Refresher AS Training (Primary and Secondary). • Interactive Computerized Training • Must be completed during the renewal process • Those with 2-year badge expirations must complete their training during the non-renewal year • Consequences if training not complete. • No renewals or new badges will be processed • A new AS will have to be appointed by the agency

Security Division – Authorized Signatory (AS) • Authorized Signatory (AS) Responsibility • Sections 6-26 of the Badge Request Form must be completed by the employee prior to AS signing. • AS must ensure the information completed by the individual on the Badge Request Form is accurate to your knowledge. • Employees must work for your company. • AS must ensure the employee should have the proper identification/documentation when they arrive at the Security Office. • Person(s) born abroad must bring documentation to reflect their Alien Registration Number and/or Passport Number. • We will no longer review paperwork at the front desk.

Security Division – Authorized Signatory (AS) • Authorized Signatory (AS) Responsibilitycontinued • It is the AS responsibility to ensure individuals that come to our office understand what is needed. • Retain a copy of fingerprint clearance letters for renewals. • Those individuals with CHRC issues must come to speak with Jerry Edwards or designee during the time denoted in the letter. • No phone calls please • No appointments needed • AS need to inform their employees of processing time for fingerprinting. • 2-4 days CHRC clearance • 5-14 days STA clearance

Security Division – Authorized Signatory (AS) • Authorized Signatory (AS) Responsibilitycontinued • Inform your staff what security services they are coming to our office to receive (i.e. fingerprint, SIDA training, custom seal, badge upgrade) so they can articulate this information to the security staff. • Make sure employees know to receive a receipt for all security services. • AS can not keep unused badges at your desk. • Badges must be returned to our office within 48 hours. • When you are aware that a badge is no longer in use or it has been lost you must notify the security office immediately at securityid@atlanta-airport.com so that we can deactivate the badge. • If there is a change in your contact information it is your responsibility to inform the security office at securityid@atlanta-airport.com

Security Division – Authorized Signatory (AS) • Audit / Billing / Payment • The next audit; you will be responsible for submitting your badge report. • You must keep your badge report current at all times. • Your company will be charged $200.00 for each non-returned badges. • We do not list names on invoices. • It is your responsibility to keep account of your employees who received security services from our office.

Security Division – Authorized Signatory (AS) • Audit / Billing / Paymentcontinued • Method of payment: Effective July 1st, 2009 we will no longer accept cash in the Security Office. • Company checks, money orders, certified/bank checks • Advance payment (min. of $1,000.00) – No advanced payment for permits • Billing (only those currently being billed and/or approved) – We do not bill for Fingerprint services • Debit/Credit card option will be available within the next 30-60 days. • No badge/fingerprint/permit refunds for any reasons. • We will correct our errors at no charge to your agency or employee. • All costs associated with damaged/lost/stolen/replacement badges is the employee’s or company’s responsibility.

Security Division – Authorized Signatory (AS) • General Information • Badge Request Form/fingerprint date are only good for 30 days. • You must be re-fingerprinted when upgrading from a Non-SIDA to a SIDA Badge. • Security Manager/designee must approve the upgrade. • If employee works for two or more companies he/or she must have a badge for each company. • Fingerprint form must be completed prior to coming to the office. • All forms are available to download on the website at www.Atlanta-Airport.com/Business/Security • AS should only inquire about fingerprint/STA results if they had not heard from us within 14 days.

Security Division – Authorized Signatory (AS) • General Informationcontinued • Fingerprints are required every two years only for those applicants in need of a Custom Seal. • SIDA training: no pre-sign up or appointments. • SIDA training will move to a temporary location starting August 3rd, 2009 through February 2010. • Signs will be posted and a memo has been disseminated. • Inform employees of acceptable documentation/identification. • The required documentation is needed for renewals, upgrades, changes, replacements, damaged and lost/stolen badges. • Social Security card print out is not acceptable; must have original card.

Security Division – Authorized Signatory (AS) • General Informationcontinued • We will turn people away if they do not have the proper documentation and paperwork completed. • Please do not have your employees call our office; it is the AS responsibility to provide your staff with the necessary information. • Always go to the website for answers prior to the AS calling us. • Please do not have your staff call our office in reference to fingerprint results; it is the AS responsibility to follow up on clearances. • Inform your employees there are no guests allowed in our office (i.e. friends, family, and children). This is a business.

Security Division – Authorized Signatory (AS) • General Informationcontinued • Effective June 15th, 2009, you must use the Badge Request Form revised date of 06/09. • It is available to download on the website at • www.Atlanta-Airport.com/Business/Security • September 2009-April 2010 the Security Office will undergo renovation. We ask for your patience during this time. • Upon completion of the renovation, SIDA, Driver’s, Authorized Signatory, and Customer Service training will be held in the security training room.

Security Division – Authorized Signatory (AS) • Our Website • Security Office official website: www.Atlanta-Airport.com/Business/Security • You must get all of your forms and receive all your information from this website. • When downloading forms from the website, make sure all pages are printed. • Security Office will no longer have forms available to disseminate to you. • Customer service survey is available online and in the Security Office to be completed when services are rendered.

  18. Each day the office is closed from 12:00p.m. to 1:00p.m. for lunch.

City Holidays • The Security Division will be closed for business on the following City of Atlanta observed holidays: • New Year’s Day • Martin Luther King Jr.’s Birthday • Memorial Day • Independence Day • Labor Day • Veteran’s Day • Thanksgiving Day & The Day After • Christmas REMINDER: Each day the office is closed from 12:00p.m. to 1:00p.m. for lunch. On Wednesday the office closes at 12:00p.m. for the day.

Authorizing Agent Processing Checklist  Sponsorship Letter Printed on sponsor’s company letterhead List activity to be performed, duration/location of project Sub-contractors must have letter from contractor & tenant  Authorizing Agent Appointment Letter Printed on company letterhead Signed by company management List individual to serve as Authorized Signatory (AS)  Certificate of Insurance General Liability of $1 million Vehicle access required – Automobile Liability of $10 million (Excess Liability/Umbrella can reflect required amount) Expiration dates must be current CITY OF ATLANTA must be listed as an additional certificate holder (P.O. BOX 20509, Atlanta, GA 30320-2509)  Airside Operating Permit (AOP) Completion of AOP via airport website prior to New Company Orientation Payment of $50 to activate permit Apply online at: https://secure.atlanta-airport.com/AirsidePermit/

  22. Methods of Payments • The Security Division currently accepts the following methods of payments: • Bank Checks • Written out to “City of Atlanta” • Certified Money Orders • Written out to “City of Atlanta” • Company Checks • Written out to “City of Atlanta” • Prepaid Accounts • Separate accounts must be opened for Fingerprinting and Badge services • Minimum $1,000.00 We do not accept personal checks or cash!

  23. Please report to the Badge Department to sign up for the class prior to start time! • The class size limit is 30 people! • For classes you must bring the following: • Badge Application Form • Copy of Fingerprint Clearance Results Letter • Two Forms of Identification • Copy of Customs Clearance (if applicable) • Copy of Driver’s Training (if applicable) August 3rd, 2009 Temporary SIDA Training Class Relocation!

  24. Government Issued IDs List of Acceptable Documents for Verification of Identity and Employment Eligibility Required per Security Directive 1542-04-08C AND OR Applicants must present two forms of identification, one of which must be an authorized photo ID, at the point of service.

  25. Security Awareness Information • Non-SIDA Badges • Non-SIDA badges holders must access the sterile/concourses/employment area through the main checkpoint only. • The Non-SIDA badge is only authorized for the sterile (concourses) area. The Non-SIDA badge is not authorized for access to the ramp or SIDA areas. • Badge sharing is never permitted. • Non-SIDA badge holders are not allowed to escort or to be escorted into the sterile or SIDA areas. • Non-SIDA badges should be displayed on your outermost garment below the neck and above the waist at all times while in the sterile area (concourses). • If you lose your badge, you should inform your supervisor and the DOA Security Office immediately at 404-530-6667. • Law Enforcement Officials, Airport Officials, your employer and Security Personnel can confiscated your Non-SIDA badge. • A Breach of Rules Notice (BORN) can be issued as a result of a security violation. Depending on the severity of a security violation/breach you can receive a fine, suspension of access privileges and/or revocation of Non-SIDA badge. • If you witness anyone violating security procedures, please call the DOA Security Compliance Section at 404-530-2362. • To report suspicious incidents contact the Atlanta Police Department at 911.

  29. Security Identification Badge Application cont. • Fingerprinting Process: • 1. Employee must report to the Fingerprint Section with the Badge Application Form, two forms of government issued IDs, and a completed Fingerprint Application. • Fingerprints will be taken for: • Standard 10-year FBI background check (Processing Time: Up to 48 hours) • STA Clearance (Processing Time: Up to 14 Days) • Payments are made at the time of service! • Customs Seal Process: • Please inform the fingerprint staff, if you require a customs seal for your SIDA badge. Separate fingerprints will need to be taken.

Security Identification Badge Application cont. • Fingerprinting Process: • Authorized Signatories will be notified by the Fingerprinting Section via FAX or e-mail, once employee has cleared his/her background checks • Retain one copy of employee’s Fingerprint Clearance Results Letter for future transactions (badge renewals; upgrades/downgrades; damaged/lost/stolen replacements etc.) • Attach one copy of employee’s Fingerprint Clearance Results Letterto Badge Request Form • Airport Driver’s Training: • Please complete the Driver’s Training Class before reporting to the Badge Section for processing.   31. Security Identification Badge Application cont. Authorized Signatory Annual Training: Please complete the Annual Authorized Signatory Refresher Training (all Primary & Secondary Signatories) on an annual basis. Customized Training: Please complete the Customized Training (if applicable).

Security Identification Badge Application cont. • SIDA Training: • Employees applying for a SIDA badge must complete the Security Awareness (SIDA) Training Class prior to being issued a badge • Report to Badge Section with Badge Application Form, copy of fingerprint clearance & two forms of government issued IDs and sign in for appropriate class time • Badge Request Form will be completed by instructor • Non-SIDA Badges: • Employees applying for a Non-SIDA badge are not required to attend SIDA Training. Please provide a copy of the Non-SIDA Security Awareness Information, listed on page 26, to all employees.

Employee must report to Badge Section with the following: • Completed Badge Application Form • One copy of Fingerprint Clearance Results Letter • Two forms of government issued IDs • Drivers Training Class Completion Form (if applicable) • Customs Seal Clearance Results Letter (if applicable) • 2. Payments are made at the time of service! Please ensure the Badge Application is fully completed and all requested information is readily available at time of service!

Security Identification Badge – Expirations • When will my Security Identification Badge expire? • Your Security Identification Badge will expire based on the following three scenarios: • Birthday 1-year Expiration: The badge is set to expire on the individual’s birthday to a maximum of 1 year (BDY1) • Birthday 2-year Expiration: The badge is set to expire on the individual’s birthday to a maximum of 2 years (BDY2) • Project Expiration: The badge is set to expire on the company’s project expiration date, which is determined by the sponsoring unit (if project end date is less than one year). If your badge has been expired for more than 30 days, you must have your fingerprints re-submitted.

Security Identification Badge – Renewals • What information do I need to renew my Security Identification Badge? • It is important that you attend the SIDA & Airport Driver’s Training Classes, Authorized Signatory Annual Training, and Customized Training prior to reporting to our department for a badge renewal (if applicable). • Security Identification Badge Application • One copy of your Fingerprint Clearance Letter • Two forms of identification • Your current issued Security Identification Badge • Airport Driver’s Training Completion Form & date (if applicable) • Customs Seal Clearance Letter (if applicable) • Form of payment You have 30 days prior to your badge’s expiration date to renew your badge!

  37. Customs Seal • Employees performing work in/around Concourse E must obtain a customs seal through the Customs & Immigration Office. • Report to the Customs & Immigration Office located on Concourse E and set up a new company account. • Customs personnel will provide you with all information and steps necessary to obtain a red or black customs seal for your employees. • A customs seal hologram will be printed directly on the employee’s SIDA badge with appropriate paperwork. • Note: Non-SIDA badge holders are not eligible to receive customs seals.

  38. Vehicle Access Permit Request Form Please complete this form to request vehicle permits: DEPARTMENT OF AVIATION SECURITY DIVISION SECURITY IDENTIFICATION AREA (SIDA) VEHICLE ACCESS PERMIT REQUEST FORM • Attach a legible copy of the vehicle’s current registration or lease document • Ensure sponsorship letter and insurance dates are current • Allow 24-hours for processing • A security fee will apply Any changes to vehicle permits requested by the company are considered another transaction will be charged a $50.00 fee.

  39. Vehicle Marking Requirements • If you operate vehicles in the SIDA area, please ensure they are marked as follows: • - Vehicles must be properly marked with the permanent company name/logo. •  Magnetic or temporary signs are prohibited! • - Door Markings: Lettering of name/logo must be at least 2 inches in height and ½ inch in width. • - Window Markings: Window markings, permanently affixed to the vehicle, may be substituted for door markings. Lettering must be at least 2 inches in height and ½ inch in width. • - Logos: Logos must be clearly recognizable and associated with the company by general public. • - Amber Beacon Lights: All vehicles that operate on service roads adjacent to aircraft taxiways, surface movement areas and parking areas must be equipped with amber beacon lights. Positive control is defined as line of sight visibility and the ability to provide verbal instructions to the person being escorted and that person hear and carry out the instructions. • A copy of this approved form must be available upon request to verify authorization for escort while in the restricted areas. • DOA Security maintains the authority to modify or revoke the authorization of anyone being escorted if violations are found or the security posture of the airport changes. A minimum of 24 hours advance notice is required for all escort approval. • Please send this completed form by email to securitycompliance@atlanta-airport.com or fax to (404) 530-6839 and provide a fax number or email address for response. Please contact the Aviation Security Manager, at (404) 530-6667 or the on call Security Representative at (404) 561-6416 if you have any questions. • Min. 24-hour advance notice required • Duration of two days or less • Submit requests via e-mail or fax Advanced approval for escorting privileges are required by a Security Manager or Director.   41. Compliance & Enforcement Program • Breach of Rules Notice (BORNs): • Disciplinary measures (citations) written to individuals who breach security rules. • The Department has implemented a “three strikes and you’re out policy” for recurring violators of security rules. • 1st Offense: $250.00 • 2nd Offense: $500.00 • 3rd Offense: $1,000.00 • Revocation • However, depending on the severity and degree of the security violation, immediate revoking of badge privileges may be enforced after the first offense! • You can appeal a BORN. The process is explained in the BORN letter.
