Summary of the SC General Session in Paris (1/3) Overarching theme: relationships between the progressive decarbonisation of the power sector and the system planning Binding targets for GHG emission reduction are being enforced not only in Europe, but in other areas of the world, including the US (see, f.i., RGGI – the Northeast’s Regional Greenhouse Gas Initiative-) • rapid transformation of the generation endowment • increase of energy efficiency along all the power sector chain, from generation to the end uses through the grid Consequently the grid must evolve towards a greater flexibility to avoid that an insufficient transmission capacity sets a barrier towards a higher penetration of RES generation.

Cova) • ”New business process to support/facilitate power system design for a low carbon energy future” (Sp.Rep.: J.F. Alonso) • ”Asset management challenges/strategies (replace-ment, refurbishment and maintenance) for a low carbon energy future" (Sp.Rep. Ch. Druet)

Summary of the SC General Session in Paris (3/3) Main Outcomes • The power system development is often dealt with in the wider context of energy transport (multi-energy approach), though “credible” solutions are still to come; • Decisional criteria for investments are more and more often based on factors having different metrics (e.g.: investment cost vs. environmental impact, population consensus, etc.) => need to resort to “multi-criteria” methodologies => “multi-criteria planning” • Changing in planning procesures adding new components, such as impact on “power market” efficiency and GHG emissions when proposing a new investment, • Higher importance of the assessment of the power system performances in the planninbg stage, to account in due advance the systeme behaviour facing a high penetration of non dispatchable RES generation

Alzira Silvera) • What are the planning options to deliver power system flexibility and maintain reliability and quality of supply as the role of the power system changes: • Future generation sources and system services / Uncertainty of supply and demand / Changing transmission/distribution interface / Changing role of the customer • Asset Management (Sp. R.: E. Rijks) • How is asset management evolving in order to meet future power system challenges where increased flexibility is required to address greater uncertainty? • Dispersed generation / Asset condition/utilisation / New measures for risk management in the transmission grid

R.: M. Zwicky) What approaches, methods and tools are being developed to address the investment challenges in delivering future power systems: oStakeholder engagement (public perception and planning permits) oEnvironmental/Sustainability considerations oBusiness case development and financing of projects oRisk of stranded assets/ Risk of late delivery of capacity oPlanning issues and investment coordination with electric and other utilities
