INTRODUCTION • Presentation on the Department’s Performance for the period 01 October to 31 December 2014 focusing on: • Significant Achievements • Quarter 3 performance against each 2014/15 Target as identified in the 2014-2015 Annual Performance Plan; • Status of progress per quarter 3 target (Achieved, Delayed or No Progress) • Reasons for delays or no progress; • Cross-cutting Challenges • Addressing targets that are delayed • Financial performance as at 31 December 2014 Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

SIGNIFICANT ACHIEVEMENTS • Public Hearings on the National Integrated ICT Policy Green Paper were held in all nine provinces, following which, the draft White Paper on National Integrated ICT Policy was developed and gazetted in December 2014. • A feasibility study was conducted on Wholesale Open Access Network which is being covered under the broader ICT Market Structure Study. Three research reports including recommendations and options related to the roles of ICT SOCs in the implementation of digital future strategy was developed. • ICT Information Repository Architecture and prototype designed and ICT data has been updated against the ICT indicator list . • Governance practices of SOEs monitored through analysis of the King III compliance matrix • Draft baseline report was developed on SMMEs in the Telecommunications and Information Technology sub-sectors. SIGNIFICANT QUARTER 3 ACHIEVEMENT • BRICS Position paper was developed and presented to the sixth (6TH) BRICS Summit which subsequently adopted it. • The Department successfully lobbied the RSA position on the Regional Integrated Broadband Infrastructure Network at the SADC ICT Ministers meeting in Malawi in November 2014. The outcomes of which was the decision on the development of a framework for Open Access to ICT Broadband Infrastructure and the SADC Model Broadband Plan in alignment with SA Connect • The Department participated in the Annual Session of the Council of Administration in Berne in November and chaired Committee 3 on strategy, and took part in key debates and lobbying amongst developing countries on dot Post, ETOES, Quality of Service, Terminal Dues and budgetary issues. • An Internal Control Framework has been developed and is currently being implemented so as to address the optimal implementation of internal controls across multiple functional areas. Crosscutting Challenges • It must be noted that following the reconfiguration of the Department which resulted in a revision of its legislative mandate and related functions, the Department had to put on hold several targets/projects. Some of which were transferred to the Department of Communications. • Dependency on finalization of the reconfiguration process which had a knock-on effect into quarter 3 • Dependency on external stakeholders/processes • Dependency on other departmental projects and processes Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development

Addressing Quarterly Targets where there are delays or no/minimal progress • The Department views targets where there is no to minimal progress in a very serious light and has in place several measures to address them accordingly: • The Department has in place a fully functional Organisational Performance Assessment Board, which meets at the end of every quarter to evaluate performance. Specific attention is given to addressing such quarterly targets where specific recommendations are made for urgent actioning by the relevant DDG. • Such targets inform the agenda of management meetings and are specifically focused on performance reporting. • Evidence against all reported achievements are collected and analysed on a quarterly basis and submitted accordingly to the AG during during the audit of performance information. • Furthermore, the Department submits all Quarterly reports to the National Treasury and the DPME for noting. • Over and above-project specific challenges, cross-cutting issues such as HR capacity constraints are being addressed.
