OIML - Strategy • An intergovernmental treaty organization whose objectives are: • to develop standards and related documents for use by legal metrology authorities and industry; • to provide mutual recognition systems which reduce trade barriers and costs in a global market; • to represent the interests of the legal metrology community within international organizations and forums concerned with metrology, standardization, testing, certification and accreditation; • to promote and facilitate the exchange of knowledge and competencies within the legal metrology community worldwide; • In co-operation with other metrology bodies, to raise awareness of the contribution that a sound legal metrology infrastructure can make to a modern economy; • To identify areas for the OIML to improve the effectiveness and efficiency of his work. • Recognized as an international standards-setting organization • Is an observer at the World Trade Organization (WTO), Technical Barriers to Trade (TBT) Committee

  25. 46th CIML Meeting 2011, Resolution No 21:The Committee,- Recalling its Resolution no. 20 (2011),Approves as a new item for OIML TC 3/SC 5, the amendment to, or therevision of, OIML B 10 "Framework for a Mutual Acceptance Arrangement on OIML Type Evaluations (MAA)" to include appropriate conditions for the registration of Manufacturers' Testing Laboratories (MTLs) under a DoMC.... The main results can be summarized as follows:A clear majority of TC 3/SC 5 voted in favor of an Amendment to B 10 rather thana Revision of B 10 (13 for Amendment - 2 for Revision)The Final Draft Amendment (FDA) to B 10 clearly addresses, in several sections (1.5, 9.1, 11.5.4, 13.4), the voluntary character of the acceptance of MTL test results, according to Resolution no. 20 (CIML 2011)The FDA to B 10 provides clarification on the definition of an "Issuing Participant" (3.9), and the definition of an "MTL" (3.19)The FDA to B 10 defines, in a new section 4.5, appropriate conditions for the registration of MTLs under a DoMC, as requested by Resolution no. 21 (CIML 2011)The FDA to B 10 defines, in a new section 11.5.4, that if test results from MTLs are utilized, this must be prominently stated and the respective tests be identified at the beginning of the OIML MAA Type Evaluation Report.
