    1. UNCLASSIFIED Keys to Success in MT-Based Video Monitoring Systems Dr. Frank M. Humphrey (USG) AMTA Workshop – Project Justification -- 22 October 2008

    2. UNCLASSIFIED Rationale for eViTAP: USG analytic products are more effective and memorable when they include video clips or digital photos. eViTAP enables analysts to view and manipulate foreign newscasts and easily add valuable video clips and photographs to add to their analyses.

    3. UNCLASSIFIED Overview eViTAP lets users: Watch annotated Chinese, Arabic, Russian, Spanish, English and Farsi/Persian newscasts within minutes of the broadcast Use profiles and searches to sift through broadcasts and receive alerts from future newscasts Find most common persons, places, and organizations (Named Entities) 90-day storage of all newscasts Over 18,000 newscasts available Permanent storage of analyst selections

    4. 8. UNCLASSIFIED Conclusions MT is useful for a small, select group of analysts (nonnative speakers looking at vernacular media) If ASR accuracy is high, MT is usually good (adequate). ASR, MT are often operationally useful for searching, triage, and location of relevant videos. Initial reaction to ASR/MT scripts: Shock, not awe. “Up from zero.” MT, ASR searches at times surprise analysts, other times irk them. USG video collections abound but most are under- scoped, poorly designed, tagged, and defined. These are early days for video repositories. “Selling” MT, ASR, Video Analytics requires patience and a ready answer to the question “Why?”
