  2. The Model • There is a finite population of N consumers, denoted by the set C={C1, C2, C3, …, CN}. • The set of consumers is indexed such that the first R (where 0≤R≤N)consumers are resisters, while the remainder (if any) are “quislings.”

  3. The Agencies • There is a finite set of N agencies A={A1, A2, A3, …, AN}, where each and the Ai are mutually exclusive and exhaustive of C. • Any particular Aimay be empty, but
