Road Pavements Forum Roads Coordinating Body Terms of Reference • Road Infrastructure Strategic Framework for South Africa – RISFSA • Document has Cabinet approval • Oversee technical studies commissioned by Dept of Transport – DoT • Identify and schedule key priority areas to allow prioritization of funding allocations • Oversee development of policies and models to advise road authorities • Facilitate, coordinate and oversee development of strategies, plans, standards and guidelines for road service delivery in line with government priorities • Monitor and evaluate roads service delivery • Promote implementation of recommendations of Strategic Framework

Road Pavements Forum Roads Coordinating Body Current initiatives in Management of Industry Documentation • Road Network and Classification – J V of ARUP/SAHA is carrying out a project to “Develop Guidelines and Support System for the redefinition of the S A Road Network” - Questionnaire sent to all RCB members - status is to pilot the draft guidelines in the Eastern Cape on selected road sections starting March 2008

Road Pavements Forum Roads Coordinating Body Current initiatives (continued) • Review and update TRH documentation - TRH 11 – Guidelines for conveyance of abnormal loads - TRH 20 – Structural design, construction and maintenance of unpaved roads CSIR appointed to carry out this revision process

Road Pavements Forum Roads Coordinating Body Current initiatives (continued) • Road Network Management Systems Municipal Road Network Assessment Report – March 2007 Findings – many gaps in road network - many gaps in management systems - inconsistent reporting - conclusions are confusing - recommendations are supported except for one that relates to budgeting process and funding allocation – it is not related to the extent and condition of road network.

Road Pavements Forum Roads Coordinating Body Current initiatives (continued) • Re establish COTO committee structures - this is an urgent issue as reporting lines have been lost - draft document prepared in July 2007 and presented to RCB in September 2007, modified and resubmitted in December 2007 - major proposal is to include local government representation

Road Pavements Forum Roads Coordinating Body Current initiatives (continued) • Revision of COLTO Standard Specification for Road and Bridge Works for State Road Authorities – 1998 edition - to be coordinated by SANRAL -specialist engineering consultancy to be appointed - procurement to be on invited bid process - costs to be shared by road authorities
