  2. PWA • Vision • Sustainable management and development of Palestinian water resources. • Mission • Optimally manage, protect and conserve existing water resources and enhance new resources to meet present and future demands

PWA Policy Principles • Pursue Palestinian interests in connection with obtaining riparian rights to water resources shared with other countries; • All sources of water are public property; • Water has a unique value for human survival and health and all citizens have the right to water of good quality for personal consumption at costs they can afford; • Water has social, environmental and economic values; • Water supply must be based on sustainable development of all available and feasible water resources; • Industrial and agricultural development and investment must be compatible and optimally integrated with the available resources and based on sustainable development; • The development of Palestinian water resources must be coordinated at national level and carried out at the appropriate local level; • The optimal development of water supply must be complemented by a consistent water demand management; • Conservation and optimal utilization of water resources should be promoted and enhanced; • Protection and pollution control of water resources should be ensured. The polluter pays principle will be applied in order to guarantee environmental protection; • The government will cooperate with regional and extra-regional parties on programs and projects in order to promote the optimum utilization of water resources, to identify and develop new and additional supplies and to collect and share relevant information and data • Public participation in the water sector should be ensured.

USAID GOALS AND OBJECTIVES • The strategy of USAID in the water resources sector of the West Bank and the Gaza Strip is to promote “Greater access to, and more effective use of scarce water resources”. • Within this strategythe primary goal set by USAID for CAMP is to assist PWA to: “Manage the limited capacity coastal aquifer system to exploit fully, in an environmentally safe manner, its utilization as a sustainable source of water supply.” • The principal task of CAMP therefore is to prepare an Integrated Aquifer Management Plan whose implementation by Palestinian authorities, principally PWA, will achieve this primary project goal and provide adequate water supply for the Gaza Strip and sustain the aquifer for the future

OBJECTIVES • Develop in local authorities the tools to provide improved understanding of the stressed physical structure of the aquifer • Establish strategies to manage the coastal aquifer in a sustainable manner • Develop and have adopted a plan for the environmental protection of the aquifer • Consider means to supplement water supply from outside sources • Promote measures to protect the aquifer • Initiate reuse and recharge options tested to optimize use of available water supply • Promote water conservation strategies • Develop and implement a performance monitoring plan to measure success in achieving objectives • Educate the Gaza Strip public on the value of water and on the need to protect the aquifer • Introduce cost-based water tariffs established as a first step towards equitable allocation of limited water resources

Priorities • Protect the aquifer by control and reduction of extraction for agricultural irrigation. • Ensure the supply of water in quantity and of quality to meet the increasing demands of people (M&I) by increased extraction, pre-treatment, distribution and augmentation of supply. • Recharge the aquifer by collection, treatment and infiltration of wastewater from M&I consumers. • Sustain agriculture by the supply of treated wastewater as the principal source of irrigation water
