Improved Employee Sick Leave Reporting with a-ordningen

This paper explores the use of a-ordningen to improve accountability in reporting employee sick leave. By reusing information from automatic reporting, establishments can be held accountable for their accurate reporting to the register. The paper also highlights the benefits and limitations of a-ordningen.

  3. Whydidwedoit? • Two main reasons for doingthis: • Reduceconfusionaboutreportingunit (Enterprise vs. establishment) • Controls • Added bonus: Holdstheenterprises ”accountable” for their (automatic) reporting to theregister.

  6. Accountability • The register is notperfect. • Re-usinginformationfromtheirautomaticreportingholds the establishment ”accountable” for whattheyreport.

  7. What is a-ordningen? • Monthly report from all ”businesses” to Norwegian Tax Administration, NAV and Statistics Norway (SN). • Detailedinformationaboutemployees, jobs, renumeration in cash and kind, and taxes. • Includesthenumberofemployees in thatmonth
