  4. Vision Harness the strengths in Science, Technology and Traditional knowledge of our region with participation of Stakeholders and community as a whole to better assess the inputs and empower them to assess vulnerability and make policies for adoptation and mitigation anchored on value of sustainability.

  5. General Approach To build S&T capacity to convert Scientific Knowledge, through evolution of new Technologies, for Impact Assessment in various sectors of Human Activities and proactively suggest corrective action through Policy evolution and Society participation.

  6. International Center: through focused S&T Capacity Building efforts in Climate Change Promote knowledge equity & Create information-reservoirs Develop Integrated Multi-layered Assessment Model and generate Technology based knowledge products Objective Policy-making through- an effective science policy interface & Technology Forecasting

  7. International Center: through focused S&T Capacity Building efforts in Climate Change Identify and nurture new, innovative and traditional technologies that are sustainable Foster development of national and regional capabilities to deal and respond to issues Use the strengths of traditional knowledge system in Asia and Africa to give direction to Policy, Practice and Action.

  8. Activity Spectrum • Policy Advice and Consultancy. • Providing Inputs to member countries for • framing Policies in National and • International arena. • Promoting Industrial involvement for • adaptation and mitigation. • Evaluation of Technologies and • Technology Forecasting • Addressing Gap Area • Impact Assessment Studies • Training for Capacity Building • Creating Information Repositories • Institutional Networking

  9. Governance Host and Member Countries Funding Indian Govt. – for hosting the centre and other physical infrastructure support Member countries & sponsor countries Corporate sponsors GEF [Global Environmental Facility] UN Agencies Other International Institutions

  10. Main Recommendations 1. Create S&T Capacity to be able to suggest regionally differentiated policy options. Contd…

  11. 2. Create capacity to formulate response strategies relevant to communities, enhance their participation, improve efficiency and optimize consumption patterns. Contd…

  12. 3. Institutionalize linkages between S&T, Economic aspects and policy making using multi-layered modelling techniques. Contd….

  13. 4. Prepare corporate sector for responding to climate change challenges and stimulate CDM Contd…

  14. …… and towards this end Create an International Centre for S&T Capacity Building which ……….. Contd….

  15. ……..addresses regional needs for coping with climate change. Contd….

  16. The Centre should cater to Tropical Asia and Africa Contd….

  17. For this purpose…… …… Seek support of agencies like GEF, UNEP and WMO in addition to funding from Government of India and Member Countries.

  18. Thank You !!

  19. Some Main Conclusions of International Conference • CLIMATE CHANGE, in spite of uncertainties, is a REALITY. • Climate change has direct / indirect impact on almost all key sectors and has a direct bearing on economic growth. • Where & How it will impact us, cannot be fully ascertained with existing tools of S&T. • One of the major conclusions emerged is: • whatever we may do, it is not possible to reverse / sustain the climate at 1950 level. Thus, in the NEW CLIMATE SCENARIO with regulated human activities, survival is possible by making a range of adaptation efforts. • Common Conclusion of all the presentation is: • SCIENCE AND TECHNOLOGY CAPACITY BUILDING FOR CLIMATE CHANGE is an urgent need particularly for developing countries for adaptation and mitigation.
