  3. Black Top Committee • role players : stakeholders in surfacing industry -> • suppliers • contractors • consultants • client bodies (giving input where required) • represented by Sabita, Safcec & SAACE

  4. Black Top Committee • inaugural committee consisted of • 3 client body reps • 4 consulting engineer reps • 4 contractor reps • 3 supplier reps • first met on 27 July 2001

  5. Black Top Committee • strengthen technical credibility of all industry players • redirecting focus of industry iro bitumen products • uplifting of standards and understanding • promote just & honourable practice • provide a competent and credible technical forum • conflict prevention

  6. Black Top Committeestrategy issues • appropriate representation • input (identify and deal with issues) • output (reactive and pre-emptive) • appointment of “manager” or “champion”

  15. 3rd RPF – November 2001:Proposed Resolution ISSUE • Problems have recently been experienced with the availability/curtailment of bitumen supplies for various reasons, some of which are: • Accidents at refinery plants • Type of crudes/diets • Exports at expense of local industry (commercial) • This has resulted in abnormal extraordinary cost to (ultimately) the client bodies & brings into question cost-effectiveness of bituminous surfacings

  16. Resolution Proposed • That a RPF Task Group be formed to monitor the situation of bitumen manufacture, with a view to keeping the relevant industry players/stakeholders informed of bitumen availability.

  17. Resolution Proposed • That the RPF Task Group be convened by Denzil Sadler and Bob Hornsey
