  2. This presentation is in the form of an orientation. It aims at giving you a fair idea on Indian Customs EDI System (ICES) for Export / Import of Goods from India. Please feel free to ask questions at any time during the presentation. B S Patel – Mar ‘09

  3. What is Export ? • Export: To send goods to another country for sale. B S Patel – Mar ‘09

  4. What is Import ? • Import: To bring or carry in from an outside source, especially to bring in (goods or materials) from a foreign country for trade or sale. B S Patel – Mar ‘09

  5. What is Shipping Bill ? Shipping Bill is a declaration required to be filled by the exporter of the goods as per provision made under Section – 50 of Customs Act, 1962 B S Patel – Mar ‘09

  6. What is Bill of Entry ? Bill of Entry is a declaration required to be filled by the importer of the goods as per provision made under Section – 46 of Customs Act, 1962 B S Patel – Mar ‘09

  7. How Shipping Bill / Bill of Entry can be filled ? Filling of Shipping Bill and Bill of Entry manually at non ICES and electronically (EDI) at ICES customs stations. B S Patel – Mar ‘09

  8. EDI Means Electronic Data Interchange. B S Patel – Mar ‘09

  9. EDI replaces: Traditional practice of manual filling, assessment and clearance of import and export documents. ::::: With Electronic assessment and clearance on computer. B S Patel – Mar ‘09

  10. EDI Is designed to realize the concept of paperless office. B S Patel – Mar ‘09

  11. Assessmentis done through a software package, which accepts Customs document electronicallyfromCustom House Agent (CHA), Importers and Exportersfor processing, byCustoms officers. B S Patel – Mar ‘09

The Bills of Entry and Shipping Bill can be submitted at the Service Centre in the ICES location or filed online over Indian Customs and Excise Gateway (ICEGATE) using the remote EDI System (RES). Once the documents are submitted in the ICES, the Bills of Entry/Shipping Bills is then processed electronically by the designated officer without requirement of paper movement as in the case of manual Bills of Entry/Shipping Bills.   13. In addition to normal assessment, the disbursement of export incentives is also done electronically. Drawback, is credited directly into the account of the exporter without any manual interference. B S Patel – Mar ‘09

  14. Monitoring of different kind of Alert Circulars. Maintenance of different directories are also done electronically. B S Patel – Mar ‘09

  15. Initially worked on a local area network. Message Exchange Server (MES)has been established at each of the formationsconnecting Customs with other organizations like bank, custodian, etc.who work in tandem with each other. B S Patel – Mar ‘09

  16. New features on the EDI system: Remote EDI System (RES). Under this the importers/exporters/CHA’s/Shipping Line/Airlines/Freight Forwarders etc. can file their documents online over Indian Customs and Excise Gateway (ICEGATE), using the remote EDI System (RES) B S Patel – Mar ‘09

  17. Facility of E-payment through the designated bank. Customs is equipped to accept the duty through E-payment, provided the designated bank is in a position to provide this service to their customers. B S Patel – Mar ‘09

  18. Future : Connectivity with other organizations like DGFT, RBI, etc. • Enable remittances, issuance of licence and its uses can also be done electronically. One centralized server at Delhi. • Instead of individual servers at different places. B S Patel – Mar ‘09

  19. RMS To further simplify a Risk Management System(RMS) module is developed and implemented at selected Customs station, giving facility of Self assessment to the specified categories of imports. B S Patel – Mar ‘09

  20. Benefits of EDI System: • It ensures transparency in the overall customs clearances. • It also increases efficiency of the Customs. • It decreases the dwell time and the transaction cost for the trade. B S Patel – Mar ‘09

  21. Benefits of EDI System: • It reduces unnecessary interface between the trade and the department. • It helps in proper management of data and keeps it safe from any kind of tampering. • It does a way with the human error in the form of calculation etc. B S Patel – Mar ‘09

  22. Benefits of EDI System: • It reduces possibility of fraud by flashing alerts. • It also helped in creation of National Import Data Base, which is referred by the assessing officer for checking the correct value and classification of the goods. B S Patel – Mar ‘09

  23. Wordof caution. All the benefits of the EDI System can only be reaped if the people working on it (whether the departmental officer or the trade representative) are properly trained. B S Patel – Mar ‘09

  24. One of the basic requirement for the successful operation of EDI system is the proper and correct feeding of data at the initial stage. • Once the data is not feed properly, it becomes very difficult to amend it or rectify it subsequently. • If these precautions are taken care of, then the concept of paperless office in the Customs department will no more be a dream but a pleasant reality.
