  4. Why Change? • ) It is more essential than ever that Iowa children receive a top-quality education so they can compete in the new economy.

  6. In the next 10 years, America will need 2.2 million next teachers, but... • Our colleges are only expected to produce about 1.4 million new teachers.

  10. We can solve these three critical problems if we change: • How we pay teachers • How we support teachers • How we strengthen the focus on student achievement

  15. Compensation levels • Put Iowa in a position to recruit and retain quality teachers by making total compensation competitive at all career levels for teachers

  16. Provisional licensure • Ensure success during Iowa teachers’ first two years because they will have a support system that is as strong as anywhere in the United States

  17. Provisional licensure • Provisional teachers must demonstrate successful teaching within two years to continue teaching

  18. Professional --Career 2 • Professional --Career 1 • Career teachers will have a totally different continuing education system that will make good teachers more effective in helping their students learn

  19. National Board Advanced • Advanced • Provide -- for the first time -- an opportunity for Iowa teachers to be rewarded and recognized for taking on important leadership roles and responsibilities while they are still teaching

  20. Performance pay • In addition to base pay (salary levels) • All staff will be rewarded if students in a building meet learning goals • Based on growth targets set for each building

  22. Is there agreement? At this point, state leaders -- including the Governor, legislative leaders, and business and education leaders -- have agreed on a common framework.

  23. Is there agreement? The common framework includes principles for improving student achievement and teacher compensation and support.

  24. The agreement includes four major elements: • Base pay levels that enable Iowa to be strategically positioned for education talent • Variable pay that provides additional compensation if student performance improves significantly

  25. The agreement includes four major elements: • Induction programs with mentors that will support new teachers • Continuing education that will directly support better teaching practices
