Reviewing ICATUS: International Classification for Time Use Statistics

This article discusses the need to review and update the International Classification for Time Use Statistics (ICATUS) to ensure completeness, relevance, and coverage of activities listed. The purpose of ICATUS 2012 is to provide a framework for international comparability of time use statistics, guide the development of activity classifications in countries, and allow for a more comprehensive measurement of all forms of work. Why reviewing ICATUS? • ICATUS • 10 years old • Issued as a “trial” • Need to • Review completeness, coverage and relevance of activities listed • Reflect comments received • To obtain a finalized and agreed international classification of activity categories for Time Use Statistics (TUS) for countries to use • With time activities and related groups relevant at the international level for cross-country and over-time comparability • With possibility of conversion/mapping into other TUSs classifications • Allowing national flexibility by collapsing/expanding activity groups

Purpose of ICATUS 2012: international classification • Provide a framework for international comparability of national time use statistics • Guide countries developing a classification of activities • Provide a more comprehensive measurement of all forms of work • Allow establishment of satellite accounts for unpaid productive activities outside SNA boundary • Allow for studies on time use by different population subgroups and on gender-relevant issues • Provide information on well being/QL of life/progress of societies+ other time use research • For both developing and developed countries • Be relevant for a certain amount of years to come

Points to keep in mind: more details in next sessions • ICATUS 1997 and 2005 developed with a major goal of improving measurement of all forms of work (paid and unpaid) using SNA as a framework. • From comments received this seems still relevant • ICATUS in line with SNA 2008, and ISIC rev 4 • Contextual variables built-in in the classification to differentiate time use activities • To provide a more meaningful classification for analysis and policy use • While ICATUS has a strong emphasis on ECONOMIC activities (particularly those that may not be perceived as such), it is built on existing national and regional classifications of TIME USE activities • Simplified (3 digits, 3 levels): more flexible to be adapted to countries’ context.

International Statistical Classifications • Principles (provided by the Expert Group on International Statistical Classifications) • Product of international agreement • Approved by UN Statistical Commission (or other international board) and recommended as “model classification” • Means of harmonization of international statistics • Guidelines for the preparation of (multi-)/national classifications • Used for data collection and comparison at the international level • Define structure and building blocks

International Statistical Classifications • Requirements (provided by the Expert Group on International Statistical Classifications) • Have to be general enough to • be applicable to all countries • provide room for national adaptation and specifications • Have to be specific enough to • allow for useful data collection • provide reasonable guidelines for creation of national classifications • Should orchestrate updates with other members of the Family • Establish long-term update schedule

Revision of ICATUS: expected output of EGM • A set of recommendations (document) on the proposed changes to ICATUS 2005 • Including ICATUS 2012 and related context variables, as annex • Prepared by UNSD and presented to EG on Wednesday afternoon • Presented to 2013 Statistical Commission (in SG’s report or as a background document)

Revision of ICATUS: proposed process after EGM • Further work on ICATUS 2012 to implement EGM recommendations • Additional feedback and comments from Experts over next months (broader virtual communication to include many experts that could not join us in NY) • ICATUS submitted to EG on International Statistical Classifications by October 2012 • UNSD presents ICATUS 2012 to Stat Comm 2013 • Stat Comm considers and approves ICATUS 2012 • UNSD as the custodian of ICATUS, promoting it among countries

Challenges/to keep in mind for next sessions • Many purposes/goals in national TUS- • ICATUS should reflect the needs of both developing and developed countries in the classification of time activities, and allow flexibility in contracting/expanding building blocks • Mapping should be possible between ICATUS and other existing international/regional/national classifications (including old ICATUS) • EGM discussion focusing on classification rather than Time Use Surveys
