Monterey CountyEmployee Election Official Program • An opportunity for Monterey County Employees to serve as Election Officials, to make a difference in their community and alleviate the shortage of pollworkers • Created in 2002 • Modeled after Los Angeles County Employee Election Official Program

Monterey CountyEmployee Election Official Program • Originally created only for personnel working at the polls • The program now includes personnel working at our main office counter and Field Inspectors • We also have County employees working at precinct materials distribution and pick up centers and as drivers (Same procedure to request permission to work, but they receive different compensation because they work more hours) • Currently we have approximately 120 County employees participating in this program

Monterey CountyEmployee Election Official Program • Compensation • Participants are paid their base hourly rate of pay for regularly scheduled hours + $150 stipend • Mileage reimbursement ONLY if they are re-assigned to a different precinct during the day or serve as a Field Inspector County employees working at distribution centers and as drivers are paid their regular overtime hours. Department is charged back.

  7. Monterey CountyEmployee Election Official Program • Challenges: • Uniform use of procedures to request permission to serve by all County Departments • No exceptions • Supervisors procrastinate on giving permission • Double dipping? • No financial incentive to move from clerk to inspector

Monterey CountyEmployee Election Official Program • Planning to start your own program? • Solicit lots of input, and support, before starting the program County CAO, HR (Unions), Auditor/Controller, other counties • Stick to the procedures for applying, permission, training and compensation • Separate training • Yes, it is worth it!
