Involvement of PC organisations in applications - 1 As Applicants: • Well represented; not very well represented; low level of representation (2x) Reasons: • Lack of experience (e.g. in EU financing instruments, implementation of international projects, filling in the application form), • Lack of EU MS (Polish) partners and lack of partners (Ua) • Complex pack of application documents • Late launch of PBU programme JTS branch offices, insufficient information and training campaign (1st call By) • National project approval procedure in By/uncertain national legislation Ua • Relatively low visibility of CBC programmes in By • Lack of language skills - By

Involvement of PC organisations in applications - 2 As Partners: • Very well represented; well represented; not very well represented (2x) Reasons: • Requirement for each project to have at least one partner from Belarus or Ukraine • Information about the Programme is widely disseminated, interest is high • Partnership with Polish partners already exists • Same as for applicants • Late launch of PBU programme JTS branch offices, insufficient information and training campaign (1st call By) • National project approval procedure in By/uncertain national legislation Ua • Relatively low visibility of CBC programmes in By • Lack of language skills - By

Involvement of PC organisations in awarded projects - 1 As Applicants: • Low level of representation Reasons: • Applicants from MS (Poland) have a high-level experience in proposals elaboration • Low quality of project applications (lack of experience in completing those) • Low level of involvement at the application stage • Inadequate screening of project applications by the JTS following the 1st call for proposals (which resulted in revision of the project selection criteria in the run-up to the 2nd call)

Involvement of PC organisations in awarded projects - 2 As Partners: • Very well represented; well represented; low level of representation Reasons: • Requirement for each project to have at least one partner from Belarus or Ukraine • Information about the Programme is widely disseminated, interest is high • Partnership with Polish partners already exists • Desire to gain valuable experience for applying as applicants in the future • Inadequate screening of project applications by the JTS following the 1st call for proposals (which resulted in revision of the project selection criteria in the run-up to the 2nd call)

Main challenges - 1 As Applicants: • Insufficient experience in implementing/managing projects (also filling in the application form) • National legislation and requirements to be followed during project implementation • To provide the required co-financing (Ua) • Being afraid of taking responsibility for project management • Search for EU MS partners (Ua) • Improve linguistic skills (By)

Main challenges - 2 As Partners: • To be chosen as a Partner by EU MS organization (JTS) • Same as for applicants: • Insufficient experience in implementing/managing projects (also filling in the application form) • National legislation and requirements to be followed during project implementation • To provide the required co-financing (Ua) • Linguistic skills • Lack of partners

Balanced participation • Balanced Participation • A balanced distribution of funds among participating countries is very important – 3x • Balanced participation is extremely important for programme success – 2x • Other – 1x (Balanced distribution of project results is the MOST IMPORTANT element defining the programme success) • Responsibility for facilitating balanced participation • JMA/JTS – 2x • Branch offices – 2x • JMC – 2x • National authorities – 1x

What are you doing to facilitate involvement • Stimulation of the balanced participation of all countries in the Programme is documented and should be reflected in results of the 2nd CfP • Information is disseminated to all partners on equal basis • 3 Partner Search Forums to stimulate partnerships • Establishing and functioning of Branch offices of the JTS in PCs • Our Authorities hold information events and provide our applicants with explanations (Ua) • Coordination of the activity of By organisations, advice on EU financial mechanisms and national project approval procedure, contribute to events in By, contribute to fair and equal treatment of By applicants/partners at the JMC and project-selection committees

What can/should your programme do in the future • JMC members and NA from PC should be more actively involved in Programme implementation • Introduction and approval of a balanced distribution of funds among participating countries • Further active information activities • Encourage more regular participation of JMC members from BY in JMC meetings, • To further simplify national procedures for project registration & approval (By) • Envisage balanced participation of MC and PC provision in the next generation of CBC programmes equal treatment of BY organisations, adequate ENPI financing and simplified application procedure • More active communication with the regional authorities from MS to encourage more active participation of the organisations from MS in ENPI CBC project

RCBI support to PBU 2007-2011 • Support for programming – contributions from experts from Belarus and Ukraine and other programming experts • Training on programme management - JMC/JMA/JTS (4) • Events to support calls for proposals - info seminars (5), project preparation workshops (15), partner search forums (3)
