  2. 2 4 OVERVIEW OF REGIONAL COMMONWEALTH IN THE FIELD OF COMMUNICATIONS • The main goals: • Cooperation in implementing in a coordinated manner of national communication and informatization strategies aimed to bridge the digital divide and ensure ubiquitous and affordable access of all to ICTs and ICT-based services; • Collaboration in ICT development and regulation in the communications and informatization field with other regional communication organizations and administrations, as well as with national regulatory bodies in the field of communications and informatization; • Interaction with international organizations in the field of communications and ICT.

TRANSPARENT TELECOMMUNICATIONSInternational Telecommunication Services It is essential to list specific basic international telecommunication services in the ITRs (item 4.2) in order to: Avoid confusion in taxation of international telecommunication services so that item 6.1.3 is applied to a number of “new” services that have become ubiquitous and traditional; Ensure continued availability of traditional services taking into account Resolution No.6 (final acts of WATTC-88); Make no change in the definition of “international telecommunication service” (item 2.2.) as it is defined in the Constitution. 10 4

  11. TRANSPARENT TELECOMMUNICATIONSCharging and accounting transparency Basic charging and accounting principles are still relevant and stood the test of time. They are widely used when special arrangements have not been concluded between administrations/operating agencies; Charging and accounting provisions are integrated by indirect reference into large numbers of agreements.ITRs support a stable platform for negotiations reflected in hundreds of agreements affecting billions of dollars; ITRs shall clearly regulate taxation of international telecommunications services including payments through specialized payment agencies, so that double taxation is avoided (item 6.1.3); Maintaining basic charging and accounting principles in the international treaty is crucial for maritime communications; Charging and accounting provisions (Article 6, Appendices 1 and 2) should be modified and maintained in the international treaty as they are widely used to ensure financial discipline of the parties. 11 4
